After many days of heavy rain, the body and foot of the Dak N'Ting irrigation dam in Dak G'long district showed many cracks and subsidence, at risk of breaking, and nearly 100 people had to be evacuated.

According to Mr. Le Dinh Tuan, Chairman of the People's Committee of Quang Son Commune, cracks and subsidence appeared at the dam and around the Dak N'Ting reservoir on August 1. Up to now, the cracks in the hill area near the foot of the dam are about 500 m long, about 150 m deep and show no signs of stopping.

The hill on the right side of the dam is sinking, covering an area of about 10 hectares of people's farmland. It is estimated that nearly one million cubic meters of land is at risk of landslides. The dam body also has many large cracks, 10-20 cm. The road on the dam body is broken, and the concrete is protruding.

The Dak N'Ting irrigation reservoir project has a total investment of nearly 137 billion VND, with a capacity of more than 1.2 million m3 of water, serving irrigation for nearly 700 hectares of crops in Quang Son commune. To ensure safety, the commune government has blocked the entrances and exits to the Dak N'Ting irrigation dam and evacuated 34 households in the risk area.

"According to calculations, if the dam breaks, the water level in the downstream area will rise about 2 meters, so we are reviewing to evacuate 140 more households in Dak N'Ting," said Mr. Tuan.

Meanwhile, Chairman of Dak Glong District People's Committee Tran Nam Thuan said that the crack in the dam body is now wider than yesterday. If the heavy rain continues for another week, the risk of the dam breaking is very high.

"The locality has prepared response plans in case the dam breaks," said Mr. Thuan, adding that all dam sluice gates have been opened to drain water from the dam, limit negative consequences and find solutions.

Regarding this incident, at the survey of the current status of Dak N'Ting Lake this morning, Deputy Minister of Agriculture and Rural Development Nguyen Hoang Hiep, stated that deforestation has changed the surface flow and that people's irrigation is the cause of the change in underground flow.

Regarding the solution, Mr. Hiep suggested calculating the height of the hill on the right of Dak N'Ting Lake that is at risk of landslides and considering whether to allow people to cultivate near the dam or not. In addition, the dam break scenario must be taken into account to ensure safety downstream. At the same time, the Ministry will report to the Prime Minister to direct ministries and branches to coordinate in revising the current regulations and standards on dam and lake projects.

Previously, Director of the Department of Agriculture and Rural Development of Dak Nong, Pham Tuan Anh, said that over the past 10 days, the rainfall in the province has been over 300 mm, causing flooding in many houses, especially in Gia Nghia City and Dak Glong and Tuy Duc districts... The whole province has 255 irrigation works, but currently 15 works are severely damaged, 12 lakes are less damaged and 8 lakes are causing unsafety.

Water levels on rivers, streams, and dams have risen in recent days, with a large amount of water flowing from upstream, causing localized flooding in many residential areas and low-lying areas. Typically, the water level and flow on the Dak Nong River (at the Dak Nong Hydrological Station) increased, with a flood peak at 591.38 m, exceeding alert level 3 on July 31. It is forecasted that in the coming days, the province will continue to have rain with accumulated rainfall ranging from 10-30 mm, in some places over 40 mm.

According to the Dak Nong Province Steering Committee for Natural Disaster Prevention and Search and Rescue, the recent floods killed two people; more than 110 households had to evacuate from areas at high risk of landslides and subsidence; 147 houses were flooded; 646 hectares of crops and nearly 215 hectares of ponds were flooded...
