Resolution on Central budget allocation in 2022

In Resolution No. 40/2021/QH15 on the allocation of the central budget in 2022, which was just signed and issued by National Assembly Chairman Vuong Dinh Hue, the National Assembly resolved: The total central budget revenue is 739,132 billion VND.

Total local budget revenue is 672,568 billion VND. Total central budget expenditure is 1,087,032 billion VND, of which 359,982 billion VND is estimated to supplement the budget balance and targeted supplement to the local budget.

The National Assembly allocates the 2022 central budget by sector and details for each ministry and central agency. The percentage (%) of revenue sharing between the central budget and the budget of each province and centrally-run city and the additional balance of the central budget for local budgets shall apply specifically for 2022. Based on the actual situation, in 2023, the National Assembly will re-regulate accordingly.

The Resolution clearly states: The Government assigns the tasks of state budget collection and expenditure and the central budget allocation level to each ministry, central agency and each province and centrally run city in accordance with the provisions of the State Budget Law, the Resolution of the National Assembly and notifies in writing each National Assembly delegation of the province and centrally run city. For some expenditure items that have mechanisms and policies that determine the tasks but do not have sufficient basis for allocation to ministries, central agencies and provinces and centrally run cities, the Government is responsible for reviewing and allocating specifically in accordance with the provisions of law.

The Government directs and guides ministries, central agencies and provinces and centrally run cities to allocate state budget investment capital in a concentrated, focused and key manner, in compliance with the conditions and order of priority prescribed in the Law on Public Investment, Resolutions of the National Assembly, Resolutions of the National Assembly Standing Committee; prioritize the full payment of outstanding debts for basic construction, recover at least 50% of the remaining advanced capital to be recovered in the Medium-term Public Investment Plan for the period 2021 - 2025; arrange sufficient capital for completed projects handed over and put into use before 2022, counterpart capital for ODA projects and foreign preferential loans, state budget capital participating in PPP projects, investment preparation tasks, planning tasks; transitional projects must be completed in 2022; Allocate capital according to progress for important national projects, connecting projects, projects with inter-regional impacts that are meaningful in promoting rapid and sustainable socio-economic development; after allocating sufficient capital for the above tasks, the remaining capital will be allocated for newly started projects that have completed investment procedures.

In particular, promote financial discipline and order, strictly handle violations and obstacles that slow down capital allocation and disbursement; individualize the responsibility of the head in case of slow disbursement, associated with the assessment of the level of completion of assigned tasks.

The Government directs the People's Committees of provinces and centrally run cities to submit to the People's Councils of the same level for decision on the state budget revenue estimates in the locality, local budget expenditure estimates, local budget deficits, total borrowing of the local budget (including borrowing to offset deficits and borrowing to repay principal), and decide on the allocation of budget estimates according to their authority, in accordance with the provisions of law.

The National Assembly assigns the Government to specify the collection, payment and use of road use fees collected through the vehicle vehicle in a unified manner nationwide, including roads under central management and roads under local management; to divide the revenue from road use fees collected through the vehicle vehicle vehicle between the central budget and local budget at the respective rates of 65% and 35% to spend on road management and maintenance.

Revenue from equitization and divestment of state capital in state-owned enterprises managed by localities is not used to determine the percentage (%) of revenue division between the central budget and the budgets of each province and centrally-run city, and the additional budget balance from the central budget to the local budget.

In addition, the Government continues to divide revenue from granting water resource exploitation rights according to the provisions of Resolution No. 64/2018/QH14 of the National Assembly; divide environmental protection tax on gasoline and oil products between the central budget and local budgets according to the provisions of the State Budget Law.

In 2022, allocate VND 842.5 billion to the Ministry of Public Security to spend on ensuring traffic order and safety, and VND 1,966 billion in targeted additional funds for localities to carry out this task from the revenue from administrative fines for traffic safety violations implemented by the Public Security sector. The Government shall stipulate principles and criteria for allocating targeted additional funds, ensuring fairness and efficiency among localities.

The Government uses revenue from lottery activities for development investment, with priority given to the fields of education - training and vocational education (including purchasing teaching equipment to serve the innovation of general education textbooks), and the health sector; the remaining amount is prioritized for other important and urgent development investment tasks that are subject to investment from the local budget.

In addition, continue to implement the financial mechanism and specific income prescribed by competent authorities for a number of state administrative agencies and units until the salary policy reform is implemented according to Resolution No. 27-NQ/TW dated May 21, 2018 of the Party Central Committee. Guideline to save at least 15% of regular expenditures other than salaries, allowances, salary-based contributions and direct expenditures for people for state administrative agencies that are applying financial mechanisms and incomes associated with the specific characteristics of the unit as approved by competent authorities using non-state budget revenue sources.

The National Assembly assigned the Government to develop a plan to allocate the central budget capital plan for 2022 (including the 2021 plan transferred to 2022) of the 3 National Target Programs for each ministry, central agency and each province and centrally-run city, and submit it to the National Assembly Standing Committee for consideration and decision before March 1, 2022.
