The Ministry of Finance has just issued Circular No. 40/2023/TT-BTC regulating the management and use of funds to build a mass movement to protect national security, effective from July 23.
This Circular clearly stipulates the expenditure levels for organizing surveys, building and implementing mass organization models to ensure security and order at the grassroots level.
Accordingly, spending on gasoline for campaigning by commune-level agencies and organizations: 12,000 VND/km based on the actual mileage table approved by the commune-level People's Committee Chairman.
Expenses for ensuring the construction, establishment and operation of mass organization models tasked with ensuring security and order at the grassroots level: 20 million VND/model/commune-level unit/year.
Expenses for visiting and encouraging mass organization models and individuals with achievements in the movement of the whole people protecting national security, specifically as follows: The agency in charge of implementing the work of building the movement of the whole people protecting national security at the central level shall spend no more than 20 million VND/model/year and no more than 30 localities/year; spend no more than 5 million VND/person/year, each locality shall not exceed 5 people/year and no more than 30 localities/year.
The agency in charge of implementing the work of building the movement for the whole people to protect national security at the provincial level shall spend no more than 10 million VND/model/commune-level unit/year and no more than 30 commune-level units/year; spend no more than 3 million VND/person/year and no more than 100 people/year.
The agency in charge of implementing the work of building the movement for the whole people to protect national security at the district level shall spend no more than 5 million VND/model/commune-level unit/year and no more than 10 commune-level units/year; spend no more than 1 million VND/person/year and no more than 50 people/year...
