Today, the People's Court of Thanh Hoa province reopened the trial of former Provincial Party Secretary Trinh Van Chien, former Provincial People's Committee Chairman Nguyen Dinh Xung and accomplices related to the Hac Thanh Tower case, causing a loss of more than 55 billion VND.
On the evening of January 14, Ms. Nguyen Thi Nga, Chief Justice of the People's Court of Thanh Hoa province, said that this morning, January 15, the People's Court of Thanh Hoa province will reopen the first-instance trial of defendant Trinh Van Chien (former Secretary of the Thanh Hoa Provincial Party Committee), Nguyen Dinh Xung (former Chairman of the Thanh Hoa Provincial People's Committee) and 9 other defendants in the case of violating regulations on management and use of state assets causing loss and waste at the Hac Thanh Tower project.
Previously, on December 26, the People's Court of Thanh Hoa province opened the first-instance trial of the above criminal case. However, a number of lawyers and people with related rights and obligations were absent from the trial, so the panel of judges decided to postpone the trial to ensure the legal rights and interests of the defendants and related people.
Regarding the violations at the Hac Thanh Tower project, on November 3, the People's Procuracy of Thanh Hoa province issued an indictment to prosecute 11 defendants in the case, including: Trinh Van Chien (born in 1960), former Secretary of the Thanh Hoa Provincial Party Committee; Nguyen Dinh Xung (born in 1962), former Chairman of the Thanh Hoa Provincial People's Committee; Cu Dinh Hien (born in 1954), former Deputy Chief of Office of the Thanh Hoa Provincial People's Committee; Bui Van Nam (born in 1969), former Deputy Head of the Economic and Financial Department of the Thanh Hoa Provincial People's Committee Office; Dinh Cam Van (born in 1965), former Director of the Department of Finance; Nguyen Ba Hung (born in 1966), former Deputy Director of the Department of Finance; Ngo Dinh Chen (born in 1956), former Deputy Director of the Department of Finance; Van Xuan Hung (born in 1959), former Head of the Department of Public Asset Management - Prices of the Thanh Hoa Department of Finance; Tran Cong To (born in 1956), former Head of the Department of Corporate Finance, Department of Finance; Dinh Xuan Huong (born in 1970), former General Director of Song Ma One Member Co., Ltd.; Nguyen Manh Son (born in 1958), former Chairman of the Board of Members of Song Ma One Member Co., Ltd.
According to the indictment, Song Ma One Member Co., Ltd., formerly Thanh Hoa Housing Business Company (100% state-owned), was assigned to manage an area of 1,733.8 m² at No. 3 Phan Chu Trinh, Dien Bien Ward, Thanh Hoa City.
During the equitization process, the defendants requested land allocation, implemented land allocation, and transferred land use rights for the Hac Thanh Tower project, without determining the value of land use rights at the time of land allocation into the enterprise value, causing damage to the state of more than 55.8 billion VND.
The indictment also determined that defendants Trinh Van Chien and Nguyen Dinh Xung were jointly responsible for deciding the land price for the Hac Thanh Tower project.
