Quang Ninh Provincial Police recorded a sophisticated case of fraud impersonating a police agency when the scammer asked the victim to install a phone application with the logo of the Ministry of Public Security.
The Cyber Security and High-Tech Crime Prevention Department (Quang Ninh Provincial Police) received a crime complaint from Ms. LTN (residing in Gieng Day Ward, Ha Long City, Quang Ninh). On July 25, Ms. N. received a call from a person claiming to be an officer of Quang Ninh Provincial Police. This person threatened and accused Ms. N. of participating and being an accomplice in a money laundering and drug trafficking group, and asked her to declare her personal history, some work and travel history from March 15, and the current amount of money in her bank account.
Due to fear and panic, the victim listened to the scammer and was instructed to install a phone application called "Security Software" with the logo of the Ministry of Public Security (the purpose is to access the phone's contacts and messages). The scammer continued to threaten and ask the victim to change the password of the Internet Banking application, then stole the message containing the bank's OTP code to take control of the Internet Banking account. After successfully changing the password, the scammer secretly accessed Ms. LTN's bank account, closed all online savings deposits and transferred all of them to their account. As a result, Ms. N. had a total of more than 400 million VND stolen by the scammers.
Fake application with the logo of the Ministry of Public Security is capable of stealing messages containing bank OTP codes in the victim's phone.
The Department of Cyber Security and High-Tech Crime Prevention (Quang Ninh Provincial Police) said that the common method of the subjects is to use "junk" SIM cards, not the owner's, pretend to be police officers, prosecutors to call and threaten victims "involved in particularly serious cases" such as money laundering, drug trafficking, etc., causing the victims to be afraid and install and change the passwords of banking applications to appropriate money without the victims knowing. The subjects ask the victims not to communicate with anyone so that the victims are not alert enough and have time to check the information, and not to report to the police.
Quang Ninh police also recommend that people proactively improve their knowledge through the media about the tricks of cyber fraudsters, not to panic when receiving fake calls and not to follow the instructions of these subjects.
