The Investigation Police Agency of the Ministry of Public Security has just completed the supplementary investigation conclusion of the case of Violating regulations on bidding causing serious consequences, giving and receiving bribes occurring at the Department of Education and Training of Quang Ninh province and related units.
Regarding the request to consolidate documents and evidence to consider additional prosecution of the defendants Vu Lien Oanh (former Director of the Department of Education and Training of Quang Ninh province), Ngo Vui (former Head of the Department of Science and Technology) and Ha Huy Long (former Deputy Head of the Department of Science and Technology) for the crime of Receiving bribes; defendant Hoang Thi Thuy Nga (Chairwoman of NSJ Group) for the crime of Giving bribes, the investigation agency (IA) stated that:
During the investigation, the defendants Oanh, Vui, and Long confessed that from 2016 to 2020, Ms. Nga gave them money as a thank you when the projects were completed. The investigation results so far have sufficient grounds to determine that Ms. Nga gave and Ms. Oanh received 14 billion VND; defendant Vui received 14.8 billion VND; defendant Long received 1.395 billion VND and 20,000 USD.
Statement of receipt of money
Regarding receiving 14 billion VND from Ms. Nga, defendant Vu Lien Oanh stated: At the end of 2016-2019, Ms. Nga brought bags of money to Ms. Oanh's office at the Department of Education and Training or her private home and said: "Thank you and wish you a happy new year". When Ms. Nga returned, Ms. Oanh opened the bag or suitcase, inside there was sometimes at least 1 billion, at most 5 billion VND.
Defendant Vu Lien Oanh, former Director of the Department of Education and Training of Quang Ninh province
Around the end of 2019, early 2020, at this time Ms. Oanh had retired, after implementing 2 projects to invest in educational equipment for kindergartens and primary schools in 2019, Ms. Nga brought a suitcase to Ms. Oanh's house and said she brought a thank you gift and New Year's greetings. After Ms. Nga returned, Ms. Oanh checked and found 4.5 billion VND in the suitcase.
Ms. Oanh stated that she did not demand, request, or force Ms. Oanh to give money and wished to voluntarily remedy the consequences and return the 14 billion VND she received from Ms. Nga to enjoy leniency from the law.
According to the testimony of Ms. Nguyen Thuy Dung (secretary of defendant Hoang Thuy Nga), one day in early 2020 before Lunar New Year, Ms. Nga asked Ms. Dung to go to the bedroom to get a suitcase that was not clear what was inside, but weighed about 5-7kg.
Mrs. Dung brought the suitcase down and asked Mrs. Nga’s driver to put it in the trunk of the BMW and then drove to Quang Ninh. When arriving at Mrs. Oanh’s house, the suitcase was brought into the living room and Mrs. Nga actively pushed it into the corner of the house, near the TV…
For his part, defendant Ngo Vui also admitted that Ms. Nga came to meet him in person three times to give him money and gave him money twice through her daughter. The total amount was 14.8 billion VND.
Defendant Ha Huy Long also confessed that Ms. Nga transferred money 4 times to thank him after the projects were completed, with the amount of 1.395 billion VND.
The Investigation Agency has verified and collected documents at the Anti-Money Laundering Department under the State Bank Inspection and Supervision Agency; BIDV Bank, checked the account data of NSJ Company and MQF Company at BIDV Bank and determined:
From 2016 to 2019, there were many large sums of money withdrawn by employees of the above two companies in the form of "advance payment", "cash withdrawal to fund" and "cash withdrawal" consistent with the time Ms. Nga went to meet and pay money to the defendants Oanh, Vui, and Long.
The investigation agency believes that there is sufficient basis to conclude the bribery of Ms. Hoang Thi Thuy Nga and the bribery acceptance of the defendants Oanh, Vui, and Long.
According to the conclusion of the additional investigation, there is no basis to determine that the relevant individuals of the Department of Finance, the Department of Planning and Investment and the People's Committee of Quang Ninh province committed any violations in the process of advising, proposing, approving and issuing documents related to 6 investment projects to purchase educational equipment invested by the Department of Education and Training of Quang Ninh province.
Previously, the Investigation Police Agency, Ministry of Public Security completed the investigation conclusion, proposed to prosecute the accused Vu Lien Oanh, Ngo Vui, Ha Huy Long, Pham Thi Hanh (former Deputy Head of the Department of Science and Technology, Department of Education and Training of Quang Ninh province) for the crime of Violating bidding regulations causing serious consequences.
Also proposed to be prosecuted for the above crime are: Hoang Thi Thuy Nga (former President of NSJ Group), Tran Ngoc Thang (former General Director of MQF Company), Tran Thi Thanh Xuan (former General Director of MQF Company), Ngo Manh Hung (former Deputy General Director of MQF Company), Le Long Hai (former Director of Customer Relations of Region 3, NSJ Company), Le Dai Tan (customer relations staff of Region 3), Pham Viet Anh (former Deputy Head of Project Department, MQF Company), Hoang Thi Minh Tam (staff of Project Department of MQF Company), Vu Ngoc Minh (former Director of Gia Loc Company), Ha Thi Thu Huyen (appraiser of Gia Loc Company), Pham Duc Chinh (appraiser of Gia Loc Company).
