Health insurance cards do not have an expiration date, making it difficult for people to know when they can continue paying, according to the Petition Committee.
Reporting on the National Assembly's petition work in February, the Petition Committee cited voters' feedback that the new health insurance card model does not state the expiration date, making them not know when it expires to continue paying.
In addition to the code, the current card also contains basic user information such as full name, date of birth, gender, address, place of initial medical examination and treatment registration, start date of use and no expiration date.
The Petition Committee recommends that the National Assembly Standing Committee request the Government and the Prime Minister to direct the Vietnam Social Security to consider redesigning the health insurance card model so that participants can track the expiration date more conveniently and easily.
Vietnam Social Security said that the card model without expiration date has been issued since August 2017 to meet the requirements of administrative procedure reform, in line with digital transformation, and has been "received by most participants". Because the card model without expiration date helps save printing and issuance costs, so that people can use it for a long time, and when they need to see a doctor, they can have the card immediately, without having to wait for procedures or wait to change the card every year as before.
When participating in health insurance, user information including the card's expiration date is fully recorded in the social insurance industry's database. The payment receipt that this agency issues to the user also shows the card's expiration date. 30 days before the card expires, the social insurance agency sends a list of participants to the collection units to notify people to continue paying.
Users can look up card expiration information in many ways, such as the Vietnam Social Security Portal; VssID application or customer care hotline or go to the social insurance agency, health insurance collection agent.
People who go to see a doctor under health insurance can now use paper cards, electronic photo cards on VssID, VNEID accounts, and chip-embedded citizen identification cards. By the end of 2023, nearly 93.7 million people nationwide will participate in health insurance, covering over 93% of the population. Vietnam aims to cover over 95% of the population with health insurance by 2025.
