Hundreds of households donating land for road 191N have not been granted "red books"

Provincial Road 191N (Tu Ky) has been put into use for many years after being renovated and upgraded, but hundreds of households who donated land to implement this project have not yet been granted new land use right certificates.

After being renovated and upgraded, Route 191N (Tu Ky) has been put into use for many years now, but hundreds of households who donated land to implement this project have not yet been granted land use right certificates.

The project to renovate and upgrade Road 191N, invested by the People's Committee of Tu Ky district, was implemented in 5 years from 2013 to 2017. The main route of Road 191N to be renovated and upgraded is 9 km long, passing through Van To, Phuong Ky and Ha Ky communes; the branch route is 2.49 km long, passing through Van To and Phuong Ky communes. To implement the project, households within the area of ​​land clearance were mobilized to donate land, the district only supported compensation for assets, trees and crops on the land. The land clearance took place quite smoothly because the majority of households whose land area needed to be recovered agreed.

Phuong Ky commune has 134 households whose land needs to be recovered to expand road 191N. Agreeing with the policy of donating land for road construction, all of the above households have donated thousands of square meters of residential land, 03 rice fields, and voluntarily demolished auxiliary works such as yards, gates, surrounding walls, etc. to expand the road surface. The family of Mr. Nguyen The Dao (47 years old) in Nhu Lam village, Phuong Ky commune has more than 200 square meters of land that needs to be recovered to build a branch of road 191N. Mr. Dao's family has agreed to the policy of donating land for road construction, handing over the land to ensure the project's progress. The new road has caused his family's land to be divided in half, each piece of land on one side of the road, causing some inconvenience in daily life. Mr. Dao said that his family has gone to the commune many times to request a survey because they are in dire need of a red book to borrow capital for business and trading but have not yet had one. "I really hope that the authorities will measure and reissue the land use right certificate to ensure conditions for borrowing capital to develop production," Mr. Dao suggested.

Mr. Tan Van Duan, Chairman of the People's Committee of Phuong Ky Commune, confirmed that Route 191N has been in use for many years, but the households who donated land for road construction have not yet been granted land use right certificates. Some households have expressed their opinions to the local authorities in meetings with voters.

In Van To commune, there are about 120 cases of land donation for road construction but have not yet been reissued land use right certificates. Mr. Nguyen Trong Khuyen, Chairman of Van To commune People's Committee, said that the delay in reissuing land use right certificates has not only made people's lives inconvenient, but also made local propaganda and mobilization difficult in the future.

According to the Department of Natural Resources and Environment of Tu Ky district, after a preliminary review in the three communes of Phuong Ky, Van To and Ha Ky, there are about 300 households that donated land to build Road 191N but have not been granted a new land use right certificate. Mr. Nguyen Van Khuong, Head of the Department of Natural Resources and Environment of the district, said that the reason for the slow measurement and issuance of new red books for households is because the implementation cost is quite large. The district has also asked the province to support and remove obstacles in granting new land use right certificates for households.
