The People's Committee of Hai Duong province has proposed that the Prime Minister promptly remove obstacles so that the province can complete land lease procedures for 6 foreign direct investment (FDI) projects outside industrial parks and industrial clusters that have been approved for investment policy.
Previously, implementing the guidance of the General Department of Land Management (Ministry of Natural Resources and Environment) on February 10, 2015, the Provincial People's Committee allowed a number of FDI enterprises to propose investment projects outside industrial parks and industrial clusters to negotiate compensation so that people with agricultural land voluntarily hand over the land to the State. After that, the province decided to reclaim and lease the land to investors without auction. However, according to the 2013 Land Law, the above implementation method was not in accordance with regulations, so the province temporarily stopped receiving FDI projects outside industrial parks and industrial clusters.
Currently, in Hai Duong, there are 6 FDI projects outside industrial parks and industrial clusters that have been approved for investment in 2020-2021 in Tu Ky, Gia Loc, Thanh Ha, Ninh Giang districts and Chi Linh city. The Provincial People's Committee proposed that the Prime Minister allow the province to complete land lease procedures for these projects according to the guidance of the General Department of Land Management so as not to cause damage to businesses and affect the investment environment in the province.
