That is the request of the Hanoi People's Committee in the recently issued dispatch to implement the Prime Minister's Official Dispatch No. 03 on focusing on rectifying and handling price manipulation, real estate investment and inspecting and examining real estate construction investment projects.
Accordingly, the City People's Committee assigned departments, branches, People's Committees of districts, towns to continue to strictly and effectively implement the tasks and solutions directed by the Government and the Prime Minister in resolutions, directives, decisions, telegrams... related to removing obstacles and promoting the safe, healthy and sustainable development of the real estate market.
In addition, promote communication, publicity and transparency of information related to housing and the real estate market to ensure timeliness, completeness and accuracy.
At the same time, strengthen control and strictly and effectively censor inaccurate and unofficial social information channels that can have negative impacts on the psychology of the people, investors, customers and the market.
Notably, Hanoi assigned the Department of Construction to strictly control the issuance of real estate brokerage practice certificates, the operation of real estate trading floors, and real estate brokerage service businesses in the area, ensuring transparency and professionalization of these activities, preventing and limiting lack of control that could cause market instability.
In addition, the Departments of Construction, Natural Resources and Environment; City Police; People's Committees of districts, towns are also required to strengthen inspections to promptly rectify, prevent and strictly handle violations within their authority regarding the activities of enterprises, investors, real estate trading floors, real estate brokerage services, and land use rights auctions in the area; in which, focusing on the legality, conditions, and information disclosure... of real estate put into business with abnormal price increases, not to take advantage of or disrupt the market.
In the dispatch 03 issued in mid-January, the Prime Minister assessed that in 2024, real estate prices in some areas increased higher than people's financial capacity. This was due to some speculative groups taking advantage of people's lack of understanding and herd mentality to manipulate psychology, push prices up, "create virtual prices" and disrupt market information for profit.
In addition, some real estate project investors take advantage of the limited real estate supply situation to offer higher prices than the average of the projects to make profits. The results of the auction of land use rights are unusually high in some areas, increasing the land price level and housing price.
Therefore, the Prime Minister requested ministries, branches and localities to focus on rectifying and handling price manipulation, real estate speculation and inspecting and examining real estate investment and construction projects.
