According to information from the Hanoi Department of Construction, after 2 years of implementation, the Department has approved the task of inspecting over 1,000 old apartment buildings in the city. This is the basis for Hanoi to speed up the renovation of old apartments - which has been very slow in recent times.
Accordingly, up to now, 8 districts have organized the selection of inspection units: Long Bien, Hoang Mai, Tay Ho, Dong Anh, Thanh Xuan, Ha Dong, Hoan Kiem, Ba Dinh. Dong Da district alone has completed the work of evacuating households and organizations from the dangerous level D house at 51 Huynh Thuc Khang. This is a damaged house area that has been in place for a long time, but some households still stay, despite the danger.
Old apartment buildings such as Trung Tu, Kim Lien, Khuong Thuong, Vinh Ho, Van Chuong, Nam Dong, Hao Nam, Nam Thanh Cong... have also seriously degraded.
“In renovating old apartments according to the city's general plan, Dong Da district also follows the basic plan, completes the quality inspection of old apartment buildings, makes a detailed plan 1/500 to implement in parallel and has a basis for selecting units to renovate old apartments” - said Mr. Ha Anh Tuan, Vice Chairman of Dong Da District People's Committee.
Although it was started in 1999, after more than 20 years, the number of old apartment buildings in Hanoi that have been renovated has not yet reached 10% (out of a total of 1,579 apartment buildings). The renovation and new construction is taking place slowly due to difficulties in the mechanism and the lack of consensus from a part of the population.
The most difficult part is balancing the interests of three parties: the state, businesses and people. Businesses are not interested because the benefits from renovating old apartments are not attractive. Meanwhile, the requirements are not to increase population density, adjust planning, increase building height, etc.
Mr. Mac Dinh Minh, Deputy Director of Hanoi Department of Construction said: “The reconstruction of old apartment buildings is carried out according to Decree 69 of the Government. The city has issued a project to renovate old apartment buildings and attached to the project are 5 plans to implement the renovation of old apartment buildings”.
