In early May 2022, I was assigned by the department leader to verify information according to the petition of Mr. Phi Cong De, former Chairman of the Veterans Association of Hoang Hanh commune (old), now Tan Quang commune (Ninh Giang) about the fact that he had not yet enjoyed the support policy according to Resolution No. 25/2019/NQ-HDND dated December 13, 2019 of the Provincial People's Council.
Based on the study of Mr. De's application, I carefully studied the regulations stated in Resolution No. 25 on the policy of supporting commune-level cadres, civil servants and non-professional workers who have retired from commune-level work in the province when rearranging commune-level administrative units. I also worked with the provincial Department of Home Affairs, Ninh Giang District People's Committee, Tan Quang Commune and Mr. Phi Cong De personally to have objective and multi-dimensional information before writing the article. At that time, Mr. De was the only redundant cadre after the merger of Ninh Giang district who had not yet enjoyed the regime under Resolution 25.
On May 4, 2022, Hai Duong News published an article reflecting "Former Chairman of the Veterans Association of Hoang Hanh Commune (old) has not yet enjoyed the regime after the commune merger". After the newspaper published it, I regularly kept in touch with Mr. De to update information and the status of the process of handling his petition. On December 26, 2022, Mr. De called me to inform me that he had received a decision from the Ninh Giang District People's Committee on financial support for implementing the regime for cadres subject to Resolution 25. He was supported with 36 months of social insurance and health insurance with an amount of nearly 18.8 million VND.
