The Directive clearly states: In 2022, in the context of the world and domestic situation facing many difficulties and challenges, with unprecedented, unexpected and more complicated issues than the previous year; under the centralized and unified leadership of the Party Central Committee, directly and regularly by the Politburo and the Secretariat, headed by General Secretary Nguyen Phu Trong; thanks to the proactive, active, accompaniment and close coordination of the National Assembly and agencies in the political system; the right, drastic, flexible, timely, focused and key direction and management of the Government, all levels, sectors and localities; the efforts and active support of the people, the business community and the assistance and support of international friends; the economic and social situation of our country has recovered positively and achieved important and quite comprehensive results in many fields; social security and people's lives have been ensured; National defense, security, and foreign affairs are strengthened; Vietnam's international prestige and position are consolidated and enhanced.
In order to prepare well for the conditions to serve the people to celebrate the Lunar New Year of Quy Mao 2023, all levels, sectors, localities, agencies and functional forces have seriously implemented Directive No. 19-CT/TW dated November 18, 2022 of the Secretariat and Directive No. 22/CT-TTg dated December 23, 2022 of the Prime Minister; organized regular on-duty during the Lunar New Year holiday; paid attention to taking care of the material and spiritual life of all classes of people; implemented social security policies correctly, sufficiently and promptly; focused on activities of gratitude and affection for war invalids, families of martyrs, Vietnamese Heroic Mothers, and people with meritorious services to the revolution. Goods during Tet are abundant, quality is guaranteed, prices are stable, ensuring the supply of essential goods; agricultural production has a good harvest and good prices; tourism activities have many improvements. Well implement the work of taking care of people's health, food safety and controlling, preventing and fighting the epidemic. Traffic is basically smooth, strictly handling violations of traffic order and safety. Political security and national sovereignty are maintained; social order and safety are ensured, no security and order hotspots occur. Foreign affairs activities are proactively, positively and thoughtfully deployed, creating a good impression on international friends. Strictly implement regulations on practicing thrift, fighting waste and preventing and fighting corruption and negativity. Information and propaganda work is promoted; cultural activities and festivals take place vibrantly, imbued with tradition. In general, our people celebrate the Lunar New Year 2023 in a joyful, warm, reunited, healthy, safe and economical atmosphere; everyone, every family has Tet.
The Government and the Prime Minister acknowledge, appreciate and commend ministries, branches, localities, agencies and functional forces for organizing and performing their tasks well during Tet, especially the officers and soldiers who, despite difficulties and hardships, guarded day and night to protect the sovereignty of the border and islands, maintain security, order and social safety, and protect the peaceful life of the people; doctors, officers and medical staff on duty to provide emergency care, treat and care for patients 24/7; officers and workers on duty and working during Tet...
However, during the Tet holiday, violations of traffic safety regulations are still complicated; there are still local traffic jams, transporting passengers exceeding the prescribed number on means of transport; purchasing power of goods is low. The implementation of civilized lifestyles at festivals, tourist areas, and environmental sanitation work in some places is still not good; the use of cyberspace by hostile forces to carry out sabotage activities, spread false information, and slander, causing panic among a segment of the population and affecting the reputation of related organizations and individuals has not been effectively handled...
In the coming time, it is forecasted that the world, regional and domestic situation will still have many difficulties and complications. Our country will continue to face opportunities, advantages and difficulties, and challenges intertwined, but with more difficulties and challenges. The Prime Minister requested ministries, agencies, localities, organizations, agencies and units, according to their assigned functions, tasks and authorities, immediately after the 2023 Lunar New Year holiday, to urgently focus on their work, ensuring timeliness, quality and efficiency, not allowing delays to affect production, business and socio-economic activities, creating an exciting atmosphere and new momentum, striving to perform their tasks well from the beginning of the year to contribute to the successful implementation of the goals, targets and tasks of the 2023 plan according to the Conclusions of the Central Executive Committee, the Politburo, Resolutions of the National Assembly, the Government, especially Resolution No. 01/NQ-CP dated January 6, 2023 of the Government on key tasks and solutions to implement the socio-economic development plan, state budget estimates and improve the business environment, enhance national competitiveness in 2023 (Resolution No. 01/NQ-CP); focusing on performing well a number of key tasks and works.
Ministers, heads of ministerial-level agencies, government agencies, Chairmen of People's Committees of provinces and centrally run cities, heads of corporations and state-owned enterprises shall urgently develop, promulgate and seriously and effectively implement the Program, Action Plan, and specific documents to implement Resolution No. 01/NQ-CP. Promote the sense of responsibility, determination, and seriously and effectively organize the implementation of tasks and solutions assigned in Resolution No. 01/NQ-CP; thoroughly grasp the theme of "Solidarity, discipline, flexibility, innovation, timeliness and effectiveness", concretize the action theme of their sector, level, agency and unit; closely monitor the practical situation, strengthen inspection, urging, and promptly handle arising issues; continue to innovate thinking, management and operation methods with specific and practical actions.
Continue to effectively implement tasks and solutions according to the Socio-Economic Recovery and Development Program; 3 National Target Programs. Focus on removing difficulties and obstacles for production and business activities in all fields; promote the progress of implementing large, important projects with high spillover effects, contributing positively to the development of the industry, sector and the country.
Urgently allocate the entire state budget investment plan for 2023 in detail in accordance with the prescribed principles and criteria; do a good job of investment preparation, project implementation preparation, inspection and review of each project, and arrange the 2023 capital plan. Projects must meet the conditions for capital arrangement according to regulations; improve readiness, feasibility and project implementation capacity; resolutely and effectively deploy solutions to accelerate the implementation progress and disbursement of the public investment capital plan, the Socio-Economic Recovery and Development Program, and the 3 National Target Programs right from the first days and months of 2023; promote the responsibility of leaders and ensure the set goals.

Focus on resolving difficulties and obstacles in implementing key projects in the transport sector, speeding up the progress of important, national key transport infrastructure projects, inter-regional projects, large urban infrastructure, urban railway projects, cultural and social infrastructure. Strengthening the mobilization of social resources for investment in developing strategic infrastructure systems, especially in the form of public-private partnership... Localities assigned to be the managing agencies of expressway projects must urgently coordinate with relevant ministries and branches to thoroughly resolve difficulties, complete investment and construction procedures to start projects, ensuring the plan according to the direction of the Government and the Prime Minister.
Focus on promoting digital transformation, especially implementing the Project on developing applications of population data, identification and electronic authentication to serve national digital transformation in the period of 2022 - 2025, with a vision to 2030 (Project 06), ensuring the correct roadmap and progress; promoting administrative procedure reform, especially cutting regulations related to business activities, decentralizing administrative procedure settlement, simplifying internal administrative procedures of the state administrative system and innovating the settlement of administrative procedures according to the one-stop mechanism, digitalization, promoting the settlement of administrative procedures in the electronic environment.
Based on assigned functions and authority, promptly commend or propose to competent authorities appropriate forms of commendation to encourage and recognize organizations, individuals, and functional forces with outstanding achievements and spirit of serving the people during the Lunar New Year of Quy Mao, especially for actions, examples, and noble gestures that have a spreading effect and positive influence in the community and society.
The Ministry of Planning and Investment shall preside over and coordinate with ministries, agencies and localities to closely monitor, analyze and forecast the world and domestic situation, especially the policies of major economies, shifts, major global trends and impacts on our country, proactively and promptly report and recommend to the Government and the Prime Minister appropriate orientations and solutions in managing, directing and operating the macro economy, promoting socio-economic development. The Ministry of Planning and Investment shall promptly develop and submit to the Prime Minister for consideration and promulgation a Decision to establish and promulgate the Regulations on the operation of the Coordination Council for socio-economic regions to implement the Resolutions on regional development of the Politburo; urge and accelerate the progress of making and approving plans according to regulations; Synthesize the situation of building and promulgating the Program, Action Plan, and specific documents of ministries, agencies, and localities to implement Resolution No. 01/NQ-CP, and report to the Government at the regular meeting in January 2023.
The Ministry of Finance shall preside over and coordinate with ministries, agencies and localities to focus on effectively implementing the financial and state budget tasks in 2023; strictly manage revenue sources, ensure correct, sufficient and timely collection, expand and effectively exploit the state budget revenue space; thoroughly save expenditures, especially regular expenditures. Continue to propose appropriate solutions on fiscal policies to contribute to removing difficulties and supporting and promoting business recovery after the COVID-19 pandemic. Urgently propose a plan to use the increased central budget revenue in 2022 in accordance with the provisions of the State Budget Law, noting that investment expenditures need to be focused on key points, not spread out, giving priority to the fields of security, defense, transport infrastructure, health infrastructure, culture, education, etc.
The Ministry of Finance, together with the Ministry of Industry and Trade, localities and relevant agencies, according to their assigned functions and tasks, shall closely monitor and strictly manage prices and markets; strengthen prevention and combat of smuggling and trade fraud; proactively coordinate with the Ministry of Labor, War Invalids and Social Affairs, relevant agencies and localities to review and implement the issuance of rice from national reserves to support people during the lean season in early 2023, ensuring timeliness and compliance with regulations.
The Ministry of Finance urgently submits to the Government a draft Decree amending and supplementing Decree No. 65/2022/ND-CP dated September 16, 2022 amending and supplementing a number of articles of Decree No. 153/2020/ND-CP dated December 31, 2020 regulating the offering and trading of individual corporate bonds in the domestic market and the offering of corporate bonds to the international market.
The State Bank of Vietnam proactively monitors the situation closely, continues to operate a firm, proactive, flexible and effective monetary policy; closely and harmoniously coordinates with fiscal policy and other policies to maintain macroeconomic stability, control inflation, promote growth and ensure major balances of the economy. Focus on ensuring liquidity and safety of the credit institution system; ensure reasonable credit growth, direct credit capital to growth drivers, production and business development, priority areas according to the Government's policy; review and take appropriate measures to remove difficulties in real estate credit for both real estate enterprises and buyers, promote the development of effective real estate projects, restructure and develop the real estate market, handle bad debts, real estate corporate bonds, develop social housing, housing for workers, etc.; create favorable conditions for people and businesses to access bank credit, contributing to limiting "black credit".
The State Bank of Vietnam encourages credit institutions to reduce costs to stabilize lending interest rates to support businesses and the economy, especially in priority areas; directs credit institutions to promote restructuring associated with bad debt handling; improve governance capacity, financial capacity and operational efficiency; continue to strongly develop non-cash payment services; promote digital transformation, ensure security and safety of credit and banking activities, and ensure the legitimate rights and interests of customers and related partners.
The Ministry of Industry and Trade shall preside over and coordinate with ministries, agencies and localities to direct the promotion of production and business, especially in key industries, immediately after the Tet holiday; focus on removing difficulties for key projects to soon put them into operation, promote efficiency, and create new production capacity; continue to closely monitor market developments, supply, and demand for goods, especially essential goods and petroleum, to proactively develop plans or propose to competent authorities measures to ensure supply-demand balance, avoid shortages or supply disruptions in any situation, causing market instability; ensure a stable distribution system and supply chain for petroleum, and reduce intermediaries, etc.
The Ministry of Industry and Trade urgently submits to the Government a draft Decree amending and supplementing Decree No. 95/2021/ND-CP dated November 1, 2021 and Decree No. 83/2014/ND-CP dated September 3, 2014 on petroleum trading; strengthen market inspection and control, strictly handle violations of goods serving people's lives during the New Year Festival and other essential goods. Strengthen measures to prevent and stop illegal goods from being transported from the border into the inland; monitor, update, and ensure the progress of customs clearance of goods, especially agricultural products at the northern border gates.
The Ministry of Industry and Trade takes advantage of market opening opportunities to boost exports to traditional markets, potential neighboring markets, partner markets that have signed Free Trade Agreements (FTAs), especially new generation FTAs and potential new markets. At the same time, ensure sufficient electricity for production, business and consumption; promote and ensure the progress of investment and construction of key power source and grid projects; focus on removing difficulties so that large power source projects with important roles can be put into operation; review, inspect, urge and advise on removing difficulties and obstacles for key projects on electricity and renewable energy. Direct the safe and effective operation of the power transmission system. Urgently complete the Power Plan VIII and submit it to the Prime Minister for consideration and approval. Directing Vietnam Electricity Group to prioritize providing grid electricity to villages and hamlets with telecommunication signal depressions due to lack of electricity, and to coordinate synchronously with telecommunication enterprises to ensure the implementation of the task of "wherever electricity goes, telecommunications go there"; striving to have electricity and telecommunications everywhere.
The Ministry of Agriculture and Rural Development closely monitors weather developments, directs and guides localities to develop appropriate production plans, ensures irrigation water and input materials, and completes the winter-spring rice crop production plan; strengthens effective care of spring-summer vegetables and disease prevention and control in livestock, especially livestock and poultry. Effectively implements the Tet tree planting festival and forest planting plan, directs localities to strengthen forest protection, forest fire prevention and fighting. Continues to implement measures for sustainable fisheries exploitation, prevents illegal, unreported and unregulated fishing; directs the preparation and implementation of appropriate solutions to prevent and combat severe cold (if any).
The Ministry of Agriculture and Rural Development urgently submits to the Government in February 2023 a draft Decree amending and supplementing a number of articles of Decree No. 118/2014/ND-CP dated December 17, 2014 of the Government on arrangement, innovation and development, and improving the efficiency of agricultural and forestry companies to implement Conclusion No. 82-KL/TW dated July 29, 2020 of the 12th Politburo on continuing to implement Resolution No. 30-NQ/TW dated March 12, 2014 of the 11th Politburo on continuing to arrange, innovate and develop, and improve the efficiency of agricultural and forestry companies.
The Ministry of Transport shall preside over, direct, guide and coordinate with localities and functional forces to strengthen inspection and control of transport business activities, strictly handle violations, and ensure traffic safety. Strengthen the regulation and organization of transport, arrange sufficient means of transport to serve the travel needs after Tet, especially for festival-goers and workers returning to work after Tet; minimize delays and cancellations; strictly handle acts of increasing ticket prices in violation of regulations; proactively release stations (open barriers) to clear vehicles when there is prolonged congestion. Urgently review the professional procedures for vehicle inspection, promptly rectify and guide vehicle inspection centers to maintain normal operations, not affecting the inspection of technical safety and environmental protection of motor vehicles, and not allowing congestion at vehicle inspection centers. Continue to direct the acceleration of construction progress of key national transport infrastructure development projects.
The Prime Minister requested the Ministry of Construction to preside over and coordinate with ministries, agencies and localities to continue focusing on removing difficulties for the real estate market; urgently propose solutions to develop a healthy, safe, effective, stable and sustainable real estate market; review, proactively implement or report to competent authorities to amend and perfect relevant mechanisms, policies and legal regulations; submit to the Government the draft Law on Housing (amended), the draft Law on Real Estate Business (amended). Urgently collect opinions from Government members, complete the Investment Project to build at least 1 million social housing apartments for low-income people and industrial park workers in the period of 2021 - 2030, submit to the Prime Minister for consideration and promulgation.
The Ministry of Natural Resources and Environment shall preside over and coordinate with relevant agencies to study, receive comments and complete the draft Land Law (amended); report on the amendment of decrees guiding the implementation of the Land Law as required in Resolution No. 150/NQ-CP dated November 14, 2022 of the Government. Promptly complete the draft Decree regulating sea encroachment, ensuring proper authority and legal provisions; report to the Government for consideration and decision in February 2023; strengthen monitoring, forecasting and warning of hydrometeorology, promptly provide information to serve the work of planning and organizing production; guide and direct the inspection of environmental protection work at festivals and tourist sites.
The Ministry of Culture, Sports and Tourism shall preside over and coordinate with agencies and localities to strengthen the implementation of the state management function on festivals according to its authority. Instruct localities to urgently organize measures to strengthen the state management of festivals in the area, ensuring solemnity, thrift, civilization, preserving and promoting fine cultural identities. Strengthen inspection, examination, detection and strict handling of violations of regulations on organizing and participating in festivals; require service and goods providers in the festival area to publicly list and sell at the listed price; do not solicit and force prices, force tourists to buy goods at tourist attractions and festivals; organize well the activities to celebrate the 80th anniversary of the Outline of Vietnamese Culture; carefully prepare conditions for organizing the 3rd National Tourism Conference in February 2023.
The Ministry of Health shall preside over and coordinate with agencies and localities to strengthen disease prevention and control, vaccination, medical examination and treatment, and protect people's health. Promote propaganda to ensure food safety, inspections at food production and trading establishments, and prevent food poisoning during the 2023 Spring Festival.
In addition, implement the Law on Medical Examination and Treatment (amended) and Resolution No. 80/2023/QH15 of the National Assembly on continuing to implement a number of policies in the prevention and control of the COVID-19 pandemic and the use of drug circulation certificates and drug ingredients that have expired from January 1, 2023 to December 31, 2024. Focus on thoroughly handling difficulties and obstacles in purchasing, bidding, using drugs, medical equipment, and paying for medical examination and treatment costs from social insurance sources; perfect and promote the autonomy mechanism of medical facilities.
The Ministry of Health strengthens disease surveillance at border gates to promptly detect and promptly handle suspected cases and COVID-19 cases infected with new and dangerous variants of SARS-CoV-2; strengthens surveillance in the community, at schools, agencies, and businesses, especially when students return to school and workers return to work after Tet; and continues to promote COVID-19 vaccination. The Ministry, together with the provincial People's Committees, directs medical facilities to have a permanent plan, ready to respond, ensure good epidemic prevention and control work, and regular admission, treatment, and medical examination and treatment.

The Ministry of Health proactively and actively promotes information, propaganda, and raises people's awareness in disease prevention and control; encourages and mobilizes people to participate in full and timely vaccination, creating consensus, not being subjective or negligent with the COVID-19 epidemic. It is recommended to wear masks and disinfect crowded places to prevent and limit the spread of COVID-19 and other infectious diseases.
The Ministry of Labor, War Invalids and Social Affairs shall preside over and coordinate with relevant ministries, agencies and localities to closely monitor the developments of the labor market, promptly grasp the labor and employment situation after the Tet holiday at enterprises, especially in industrial parks, to have plans to support enterprises to overcome the labor shortage, not to disrupt the labor supply, and to meet the human resource needs for production and business of enterprises. Organize the full, timely and effective implementation of poverty reduction policies, ensuring social security and social welfare.
The Ministry of Education and Training shall preside over and coordinate with localities and relevant agencies to direct and guide educational institutions to prepare conditions for welcoming students back to school, ensuring practicality and effectiveness; continue to promote COVID-19 vaccination for children and students.
The Ministry of Science and Technology shall preside over and coordinate with relevant agencies to urgently research and propose synchronous tasks and solutions to promote innovation and increase national labor productivity; report to the Prime Minister in February 2023.
The Ministry of Home Affairs shall preside over and coordinate with relevant ministries and agencies to urgently develop and submit to the Government a Decree regulating the basic salary level for cadres, civil servants, public employees and armed forces; and a Resolution of the National Assembly Standing Committee on the arrangement of administrative units for the 2022-2030 period.
The Ministry of Justice shall preside over and coordinate with relevant agencies to preside over and coordinate with the Ministry of Natural Resources and Environment, the Ministry of Construction and relevant agencies to urgently propose to the 2023 Law and Ordinance Development Program on amending and supplementing laws related to land management and use; report at the Government's Special Session on Law Development in February 2023.
In addition, proactively advise and effectively organize the implementation of Resolution No. 27-NQ/TW dated November 9, 2022 of the Central Executive Committee on continuing to build and perfect the Socialist Rule of Law State of Vietnam in the new period and Plan No. 11/KH-TW dated November 28, 2022 to implement Resolution No. 27-NQ/TW. Improve the quality of the Government's proposal on the 2024 Law and Ordinance Development Program and adjust the 2023 Law and Ordinance Development Program.
The Ministry of Justice actively participates in advising the Government, the Prime Minister, ministries, branches and localities in handling legal problems arising in resolving disputes and complaints in international investment activities. Focus on leading and directing the final handling of cases with conditions for enforcement, especially key, complicated and prolonged cases, cases related to credit and banking. Timely resolve requests from people and businesses in the fields of judicial assistance, judicial administration, legal support for businesses, registration of security measures, etc.

The Ethnic Committee shall preside over and coordinate with relevant agencies and localities to strengthen the grasp of the living conditions and socio-economic situation of ethnic minority and mountainous areas after the Lunar New Year, promptly advise and propose support for poor and disadvantaged households, households in areas affected by natural disasters, during the months between crops to stabilize their lives and prevent hunger. Urgently complete and promptly issue guiding documents, issue or advise competent authorities to issue documents to remove obstacles and difficulties in the implementation of the National Target Program on socio-economic development of ethnic minority and mountainous areas.
The Government Inspectorate urgently develops and submits to the Government a draft Resolution promulgating the National Strategy on Anti-Corruption to 2030, to be completed in March 2023; draft Decrees detailing the Law on Inspection, to be completed in May 2023; urgently implement the 2023 inspection plan, strengthen inspection and urge post-inspection handling. Coordinate with localities to thoroughly resolve prolonged complaints and denunciations; do not let hot spots arise.
The Ministry of Public Security shall preside over and closely coordinate with relevant ministries, agencies, localities and direct functional forces to ensure absolute security and safety for the activities of Party and State leaders, key targets and projects, important political, cultural and foreign affairs events of the country, and spring festivals. Synchronously deploy solutions to ensure internal political security, economic security, cultural and ideological security, information and communication security, and network security. Do a good job of immigration management, creating favorable conditions for people and international visitors to travel and welcome the spring safely and conveniently.
The Ministry of Public Security focuses on fighting and suppressing all types of crimes and social evils, especially those that tend to increase in the early spring such as crimes related to "black credit", intentional injury; robbery, theft of property; disturbing public order; resisting law enforcement officers; gambling and organizing gambling crimes... Continue to effectively fight corruption, economic, drug and environmental crimes; speed up the investigation of cases under the supervision and direction of the Central Steering Committee on anti-corruption and anti-negativity.
At the same time, ensure traffic safety and order, have plans to limit traffic congestion in major cities, key traffic routes, and festival venues; resolutely and strictly handle violations of alcohol concentration, drug use while driving, and speeding. Strengthen fire and explosion prevention at production and business establishments, residential areas, festival venues, and crowded places.
Preside over and coordinate with the Government Office to urge and guide ministries, branches and localities to resolutely, synchronously and effectively implement Project 06, promptly report difficulties and obstacles and propose solutions during the implementation process. Urgently report to the Government on the policy of developing the National Data Center Project in February 2023.
The Ministry of National Defense directs the entire army to strictly maintain combat readiness, closely manage airspace, sea, border and inland areas, grasp, assess and forecast the situation correctly; promptly advise and effectively handle situations, avoid being passive or surprised, firmly protect territorial sovereignty; coordinate with functional forces to maintain security and order nationwide; direct localities and units to well organize military recruitment and transfer work closely and with quality; do a good job of training, fostering cadres and preparing for training.
The Ministry of Foreign Affairs shall preside over and coordinate with relevant ministries and agencies to effectively implement the foreign affairs program of the Party and State leaders in the first quarter of 2023 and the Government's Action Program to implement Directive 15-CT/TW dated August 10, 2022 of the Secretariat on economic diplomacy to serve national development until 2030; advise on solutions to improve the effectiveness of international integration; continue to promote vaccine diplomacy; closely monitor the domestic, regional and international situation, promptly advise on strategies and actions in the new situation, avoid being passive or surprised. Proactively take measures to handle and coordinate in unexpected situations related to sovereignty, national defense, security, foreign relations, citizen protection, and major international events.
The Ministry of Information and Communications submitted to the Government a proposal to replace two telecommunications satellites VINASAT-1 and VINASAT-2. Promote IPv6 conversion to develop Vietnam's digital infrastructure; in which, prioritize IPv6 conversion for the Electronic Information Portal and online public services to serve people and businesses to access and use state agency services via IPv6; focus on implementing the Postal Development Strategy, in which priority is given to technology application and digital transformation, taking people as the center, taking data as the driving force for development, taking service quality as a measure of results.

Directs press agencies to promote information and propaganda, create a joyful and exciting atmosphere in labor, production, work and study; motivate people and businesses to join hands, unite, and strive to successfully implement socio-economic development targets and tasks in 2023; effectively combat and refute bad, toxic, and untrue information, and strictly handle violations.
The State Capital Management Committee at Enterprises shall preside over and coordinate with the Ministry of Planning and Investment, the Ministry of Finance, relevant ministries and agencies to urgently submit to the Prime Minister before February 28, 2023 for approval of the Strategy, Development Investment Plan and 5-year production and business plan, restructuring project of corporations and general companies under its management scope as prescribed for consideration, approval and decision according to authority in the first quarter of 2023; Direct the Vietnam Airports Corporation to urgently select a construction contractor to start construction of the passenger terminal project of Component Project 3 - Long Thanh International Airport in the first quarter of 2023; direct the Vietnam Expressway Corporation to urgently complete the selection of contractors for 3 construction packages and accelerate the construction progress of the remaining packages of the Ben Luc - Long Thanh Expressway project.

Vietnam Television, Voice of Vietnam, Vietnam News Agency continue to promote propaganda on the implementation of key tasks and solutions in directing and implementing the socio-economic development plan for 2023; have news and reports reflecting the atmosphere of launching the implementation of tasks at the beginning of the new year of ministries, agencies and localities, creating a new momentum to promote the development of production and business activities right from the first days of the new year; fight and refute bad, toxic, negative and untrue information; contribute to creating consensus and strengthening people's trust. Promote information and propaganda to promote the national image, traditional beauty, humanistic values of Vietnam, propagate and popularize new models, good practices, typical examples to arouse national spirit and pride, inspire and create trust for people and businesses at home and abroad. Timely update market information, commodity prices, especially essential goods to serve people; promptly notify weather developments, natural disaster warnings, disease situations on crops and livestock; increase news on traffic safety, disease prevention and control, education, training, vocational training, dissemination of knowledge, laws, etc.
The Government Office monitors and urges ministries, agencies and localities to implement the Working Program of the Politburo, the Secretariat, the National Assembly, the National Assembly Standing Committee, and projects in the Working Program of the Government and the Prime Minister in 2023. Proactively assess the implementation of assigned tasks of ministries, agencies and localities, especially those related to the implementation of strategic breakthroughs, important and urgent issues, promptly report to the Government and the Prime Minister to handle arising problems, ensuring timely, quality and effective implementation. Urge to promote strong reform of administrative procedures, regulations related to business activities, decentralization in handling administrative procedures, simplification of internal administrative procedures and innovation of one-stop and one-stop mechanisms in handling administrative procedures; urge ministries, branches and localities to provide public services on the National Public Service Portal to serve people and businesses.
Officials, civil servants, public employees, and workers in state administrative agencies, relevant agencies, and organizations must strictly implement administrative discipline and labor discipline, promptly focus on solving and handling work right from the first working day, especially backlogs and slow progress due to Tet holidays, and work and procedures directly related to production, business, and investment of enterprises and people. Do not organize spring outings, festivals, or New Year greetings that affect work time and efficiency. Absolutely do not attend festivals during working hours; do not use public vehicles to attend festivals, except when performing duties. Leaders of ministries, agencies, and localities must not attend festivals unless assigned by competent authorities.
The Prime Minister requested the Central Committee of the Vietnam Fatherland Front, mass organizations, and socio-political organizations at all levels to promote the strength of the great national unity bloc, mobilize all people, union members, and association members to join hands, unite, and strive to successfully and comprehensively fulfill the tasks of 2023; professional associations, the business community, entrepreneurs, and all people to seize opportunities and new momentum, overcome difficulties and challenges, and organize labor, production, investment, and business effectively. Requested state management agencies and state administrative agencies at all levels to always accompany businesses and people, promptly remove difficulties and obstacles in the process of implementing policies and laws, etc.
The Prime Minister requested Deputy Prime Ministers, according to their assigned fields, to request Ministers, Heads of ministerial-level agencies, Heads of Government agencies, Chairmen of People's Committees of provinces and centrally run cities, based on their assigned functions, tasks and powers, to proactively and actively grasp the situation, promptly take appropriate and effective direction and management measures in the spirit of the theme of 2023 "Solidarity, discipline, flexibility, innovation, timeliness and effectiveness", striving to comprehensively and successfully implement and achieve the highest results of the goals and targets of the socio-economic development plan for 2023.
