Vehicle inspection staff perform motor vehicle inspection procedures
The Vietnam Register is urgently developing a new inspection service price plan to submit to the Ministry of Transport and the Ministry of Finance for consideration to suit reality to ensure the income of inspection units and employees.
Accordingly, the Department of Registration recommends that registration units record the average time to perform each stage for each group of vehicles when conducting inspections as a basis for developing a price plan for motor vehicle inspection services for registration units.
On that basis, the new pricing plan for inspection services was built by the Registry Department in the direction of calculating prices at each inspection stage depending on the implementation time, implementation cost, depreciation, working days... If the vehicle fails at any stage, after fixing it, it will return for a second inspection, the registry unit will re-inspect and only collect the fee for that stage, instead of collecting by inspection as at present.
“Based on the draft Law on Prices (amended), inspection is still an essential service. Therefore, the price needs to be regulated by the State, it cannot be left to float on the market depending on the inspection units,” the leader of the Department of Registration emphasized.
Considering that calculating costs based on the time to perform each stage is appropriate, ensuring details and close to reality, a representative of an inspection center said that this calculation method also helps to distinguish the inspection service price of each type of vehicle because normally, the inspection time of each stage of passenger cars, trucks, container trucks... will be longer than that of private cars.
Previously, the Vietnam Register sent a document to the Ministry of Transport and the Ministry of Finance requesting an adjustment to the collection fee for technical safety and environmental protection inspection services for motor vehicles in circulation.
Specifically, the average price plan is based on determining the output and total cost of inspection activities of the system of inspection units, and at the same time determining the provisional profit of 10% on the cost price and the VAT rate of 10% on the basis of the cost price plus expected profit to determine the inspection service price for cars with less than 10 seats to convert the inspection price between vehicle groups.
In addition, the Department of Registration proposed to add the price of vehicle registration for vehicles exempted from first-time inspection to 50,000 VND.
In case of reprinting the inspection stamp and inspection certificate in case the vehicle owner loses the stamp or inspection certificate or requests to re-circulate (after requesting to stop circulation), the fee will be 50% of the vehicle profile preparation fee.
At the question-and-answer session of the 5th session of the 15th National Assembly on the afternoon of June 7, Minister of Transport Nguyen Van Thang said that in the coming time, there are 3 remaining tasks to be handled: developing a price framework for inspection services for the market to decide because over 70% of inspection centers are private enterprises, ensuring income for inspectors; focusing on training and recruiting inspection staff so that in the next 3 months, all inspection centers will be reopened, the inspection line will operate normally again so that inspection activities will not be under pressure; applying technology to minimize manual inspection and registration for inspection payment via cyberspace to avoid having to queue like before.
