Regarding organization and operation model, the centers will be public service units under the Provincial or Municipal People's Committee or the Department of Construction, with their own seals to perform assigned tasks and powers, subject to the direction and management of the Provincial or Municipal People's Committee in terms of organization and operation and professional guidance of the corresponding competent state agencies.

The provincial real estate and land use rights transaction center operates under a one-stop mechanism, increasing the use of 4.0 technology systems, creating convenient conditions for people and businesses.

After the seller and buyer reach an agreement on the sale and purchase and complete the procedures for preparing documents to sign the sale and purchase contract according to the provisions of law, the two parties access the electronic information portal website of the center, fill in the relevant home purchase information, submit an application for online name change procedures, and the three competent authorities will process it online and review it according to the functions of each agency.

After 2 working days of completing the review, after the buyer receives the approved message, they can make an appointment to come to the center to receive the real estate ownership certificate immediately.

With the above process, the two parties to the transaction only need to go once to the center to complete all procedures.

Real estate transactions mainly include future real estate transactions, land use rights transactions, available real estate transactions, and housing rentals.
