Proposal to abolish and adjust the content of some fees and charges in Hai Duong

During July 12-13, the 16th session of the 17th Hai Duong Provincial People's Council considered abolishing a number of fees and charges to ensure consistency in accordance with regulations and instructions from the Central Government.

The People's Committee of Hai Duong province has submitted to the Provincial People's Council for consideration and promulgation a Resolution amending, supplementing and abolishing a number of contents on collection levels, collection, payment, management and use of a number of fees and charges stipulated in Resolution No. 17/2016/NQ-HDND dated October 5, 2016; Resolution No. 04/2018/NQ-HDND dated July 11, 2018; Resolution No. 13/2020/NQ-HDND dated December 24, 2020 and Resolution No. 04/2022/NQ-HDND dated July 12, 2022 of the Hai Duong Provincial People's Council.

Specifically, the collection of "Residence registration fee" stipulated in Clause 2, Article 1 of Resolution No. 04/2022/NQ-HDND is abolished. The collection level, collection, payment and management regime of residence registration fee shall be implemented in accordance with Circular No. 75/2022/TT-BTC dated December 22, 2022 of the Ministry of Finance stipulating the collection level, collection, payment and management regime of residence registration fee.

Proposal to abolish the regulations on collection rates at point d "Issuing copies of household registration excerpts", point g "Recording in the household registration book changes in household registration of individuals according to judgments and decisions of competent state agencies" in section 2.1 on the collection rate of household registration fees applicable to household registration registration at the People's Committee at the commune level and abolish point e "Issuing copies of household registration excerpts" in section 2.2 on the collection rate of household registration fees applicable to household registration registration at the People's Committee at the district level in Part II, Clause 1 on fees of the Appendix attached to Resolution No. 17/2016/NQ-HDND dated October 5, 2016 of the Provincial People's Council.

Hai Duong Provincial People's Committee also proposed to amend the collection content (without amending the collection level) at points a, b, c, e stipulated in section 2.1 on the collection level of civil status fees applicable to civil status registration at the People's Committee at the commune level and points a, b, c, d, f, h stipulated in section 2.2 on the collection level of civil status fees applicable to civil status registration at the People's Committee at the district level in Part II, Clause 1 on fees of the appendix attached to Resolution No. 17/2016/NQ-HDND dated October 5, 2016 of the Provincial People's Council.

The submission of the People's Committee of Hai Duong province also proposed to amend some words; amend the budget payment regulation (from district-level budget payment to provincial-level budget payment) for fees and charges of the Land Use Rights Registration Offices of districts, cities and towns to be consistent with the fact that Hai Duong has established the Hai Duong Provincial Land Registration Office under the Department of Natural Resources and Environment (on the basis of merging the Provincial Land Use Rights Registration Office and the Land Use Rights Registration Offices of districts, towns and cities).
