On November 2, the 78th session of the United Nations General Assembly (UNGA) unanimously passed a resolution opposing the US's imposition of a blockade and economic and trade embargo against Cuba.
The resolution, whose full name is “The necessity of ending the economic, commercial and financial embargo imposed by the United States against Cuba”, was passed with an overwhelming majority (187 votes in favor), 1 abstention (Ukraine) and 2 votes against (the United States and Israel).
The UN General Assembly expressed concern over the fact that, although the UN has passed relevant resolutions since 1992, "the economic, commercial and financial embargo against Cuba remains in effect". The UN is also concerned about the negative effects of the embargo imposed by the United States since 1960 on the Cuban people and Cuban citizens living in other countries. The UN General Assembly once again called on all countries not to issue and apply such embargo measures, in accordance with their obligations under the UN Charter and international law. The resolution emphasized that, among the universal principles of the UN, the principles of equality between states, non-interference in each other's internal affairs, freedom of international trade and navigation, are enshrined in many international legal documents.
Speaking at the plenary session, Cuban Foreign Minister Bruno Rodríguez Parrilla stated that the embargo imposed by the United States for more than 60 years has violated the rights of the Cuban people, as well as all regulations, international law and international trade law. Minister Bruno Rodríguez accused it of being “an act of economic warfare in peacetime, an attempt to destroy the legal order”. He reaffirmed that Cuba is absolutely not a threat to the United States and that it is unacceptable to subject a country to economic warfare for decades.
For his part, US Representative Paul Folmsbee said the US acknowledged the challenges facing the Cuban people, explaining that its sanctions also include exemptions related to food, medicine and other humanitarian goods. However, diplomat Paul Folmsbee stated that Washington opposed the UN General Assembly resolution and “supports the Cuban people in pursuing a future that respects human rights and fundamental freedoms.”
Meanwhile, Russia's Permanent Representative to the UN Vasily Nebenzya said Moscow has asked the US to immediately and unconditionally lift the economic, trade and financial blockade against Cuba.
