Previously, due to heavy rain upstream on the evening of September 12, floodwaters at three streams Nam Pa, Nam Than, and Nam Cang in Lien Minh commune rose suddenly, causing a terrifying flash flood that swept through fish farms located along the stream.
Flash floods have left many people dead, missing and injured. The initial cause was determined to be that people saw heavy rain and went to check the fish farm area, when the flash floods came they couldn't run in time and were buried or swept away.
