Enforcing over 10 billion VND in tax from the project owner "holding" prime coastal land in Quang Binh

Saigon - Quang Binh Tourism Joint Stock Company, the investor of the Saigon - Bao Ninh Eco-tourism project, has just been forced to pay more than 10 billion VND by the Quang Binh Provincial Tax Department.

On September 7, the Quang Binh Provincial Tax Department announced that it had issued a decision to enforce the administrative decision on tax management against Saigon - Quang Binh Tourism Joint Stock Company, located at 20 Quach Xuan Ky, Dong Hai Ward, Dong Hoi City.

Accordingly, Saigon - Quang Binh Tourism Joint Stock Company was forced to withdraw money from its account because the company had an overdue amount of money that had to be forced to be paid according to the provisions of the Law on Tax Administration of VND 10.16 billion.

Joint Stock Commercial Bank for Foreign Trade of Vietnam, Quang Binh Branch is responsible for deducting money from the enterprise account for the above amount to deposit into account number 7111 opened at the State Treasury of Quang Binh province.

It is known that Saigon - Quang Binh Tourism Joint Stock Company is the investor of the Saigon - Bao Ninh Eco-tourism project with a total investment of 424 billion VND on a scale of 4.25 hectares.

This project was granted an investment certificate by the People's Committee of Quang Binh province for the first time in 2009, adjusted for the first time in 2018, and adjusted for the second time in 2019. The completion progress is stipulated after the second investment policy adjustment is extended until the end of September 2020.

However, for about 3 years now, after completing the rough construction of the hotel building, building up to the 12th/19th floor, the other items are still unfinished. Since then, the project has become just bare concrete blocks, the steel and machinery have mostly rusted, and the campus is overgrown with weeds.

Although the People's Committee of Quang Binh province, the Department of Planning and Investment, and the Department of Natural Resources and Environment have issued many documents urging the investor to speed up the project's progress as committed, the project has not yet been re-implemented.

At the same time, in the recent announcement of the Ministry of Natural Resources and Environment on publicizing projects with slow progress in land use, the Saigon-Bao Ninh Eco-tourism project is one of 12 projects with slow progress in land use in Quang Binh.
