Preparing to organize the 9th Global Young Parliamentarians Forum Conference

On the morning of February 10, at the National Assembly House, National Assembly Chairman Vuong Dinh Hue chaired a meeting on preparations for the 9th Global Young Parliamentarians Forum of the Inter-Parliamentary Union (IPU).

Attending the event were Secretary General of the National Assembly, Chairman of the National Assembly Office Bui Van Cuong; Chairman of the Foreign Affairs Committee Vu Hai Ha; Head of the Central Foreign Affairs Commission Le Hoai Trung; Secretary of the Bac Ninh Provincial Party Committee, Chairman of the Group of Young Vietnamese National Assembly Deputies Nguyen Anh Tuan, representatives of relevant ministries and branches...

Reporting on the preparation work, Chairman of the Foreign Affairs Committee Vu Hai Ha said that the Standing Committee of the Foreign Affairs Committee held an online meeting with the IPU Secretariat to discuss the organization of the conference, including time, location, topics, main contents of the agenda and logistics...

The Chairman of the Foreign Affairs Committee stated that the IPU Secretariat highly appreciated the Vietnamese National Assembly's hosting of this Conference. Relevant agencies of Vietnam also agreed that the National Assembly's hosting of the Conference this year is a foreign affairs event of great importance and significance, practically implementing Directive No. 25-CT/TW on promoting and enhancing multilateral diplomacy. 2023 is also the year to review 5 years of implementing Directive No. 25 and is a pivotal year to implement the Resolution of the 13th National Party Congress, carrying out the new foreign affairs task set out in this term, which is to build a comprehensive and modern diplomacy with 3 pillars: Party diplomacy, State diplomacy and people-to-people diplomacy, in which the National Assembly's foreign affairs play a particularly important role.

Speaking at the meeting, National Assembly Chairman Vuong Dinh Hue said that in December 2022, the IPU Secretary General sent a document to the National Assembly Chairman welcoming Vietnam's hosting of the Global Young Parliamentarians Forum.

Appreciating the opinions of the agencies' representatives at the meeting, the National Assembly Chairman stated that the Conference is a key multilateral foreign affairs event of our National Assembly in 2023. Following the success of the IPU-132 General Assembly and the AIPA-41 General Assembly, the Conference is an opportunity for us to continue to demonstrate and promote the image of Vietnam and the Vietnamese National Assembly to international friends. The National Assembly Chairman requested the Foreign Affairs Committee to absorb the opinions and promptly complete the relevant procedures to best prepare for the organization of the Conference; agreed to hold the Conference for 3 days in September 2023.

The National Assembly Chairman emphasized that the goal of the Conference is to enhance the role of young parliamentarians and youth participation in parliamentary activities, make recommendations from the perspective of youth on the activities and agenda of the IPU; build networks, unite and enhance capacity, and expand youth approaches to issues of common concern.

Therefore, together with young parliamentarians, the Conference needs to emphasize the role and attract the participation of young people. This is both in line with the goals of the Conference and promotes the special strengths of the Vietnam Youth Union. This is also an opportunity to promote the youth movement of Vietnam and the important role of the Central Committee of the Ho Chi Minh Communist Youth Union to international friends.

In that spirit, the National Assembly Chairman basically agreed with the theme of the Conference on sustainable development; at the same time, he suggested focusing on the role of young parliamentarians and young people in promoting sustainable development goals, focusing on the goals of digital transformation, innovation, digital ecosystem development, promoting cultural and human values, etc. These are contemporary issues that young people are very interested in, and at the same time, clearly demonstrate the role of the Vietnamese National Assembly because the National Assembly has recently issued laws and is currently continuing to review, amend and supplement a number of related laws and resolutions.

The National Assembly Chairman also suggested that an exhibition could be held to introduce Vietnam's OCOP products on the sidelines of the Conference, considering this as one of the highlights to attract a large number of businesses and entrepreneurs in the fields of startups and innovation to visit and possibly sign cooperation agreements.

The Young Parliamentarians' Forum is a mechanism established within the framework of the Inter-Parliamentary Union (IPU) since 2013. The Forum is run by the Council of Young Parliamentarians, consisting of 12 young parliamentarians from countries representing 6 geopolitical groups in the IPU, each geopolitical group has 1 male member and 1 female member. The President of the Council of Young Parliamentarians is a member of the IPU Executive Committee. Members of the Council of Young Parliamentarians are elected every 2 years. The current President of the Council of Young Parliamentarians is Ms. S. Albazar, Egypt. Asia-Pacific has young parliamentarians from India and Thailand elected to the Council. The Council's most recent term will end in March 2023.

The IPU Young Parliamentarians Forum is represented at the Global Meeting of Young Parliamentarians, which has been held annually by the IPU since 2014 following the Forum's establishment. The meeting is an important platform for empowering young leaders.
