Due to the deterioration of the old market, many local residents and traders at An Luu market, An Luu ward, Kinh Mon town (Hai Duong) wish to have a new business location with spacious, clean and beautiful facilities.
Degraded, unsanitary environment
Ms. Nguyen Thi Tinh has been selling pork at An Luu market for 35 years. Ms. Tinh said that the place where she sells is adjacent to the pork slaughtering area, where the stench often rises, causing nausea and discomfort. The drainage system is poor, and wastewater often backs up, especially from stalls selling fresh food such as meat, fish, and shrimp, which is very unsanitary. Because the market was built a long time ago, it does not have a wastewater treatment system, causing pollution.
A duck meat vendor at An Luu market said the roofing system at the market is now degraded and leaky. Recently, some businesses had to re-roof their own corrugated iron roofs, but because the corrugated iron roofing system at the market was not designed to be closed, rain and sun still affected the sale of fresh produce.
Because the old market is degraded, many people in An Luu ward and traders in this market want a more spacious, clean and tidy place to buy and sell.
In the area outside the market gate, dozens of kiosks and vendors encroached on the road, causing chaos and traffic congestion.
Mr. Nguyen Quang Luan, Vice Chairman of An Luu Ward People's Committee, said that An Luu market, also known as Don Luu market or Kinh Mon market, has existed since the French colonial period. The market currently covers an area of over 4,000 m² with 296 stalls of more than 130 business households. "An Luu market is a people's market, but because it has been around for a long time and has not been invested in, it is now seriously degraded," said Mr. Luan.
According to Mr. Luan, the market has just been coordinated by the locality and the people to overcome the limitations in fire prevention and fighting. Each stall has been equipped with a fire extinguisher and an anti-shock and explosion circuit breaker. The entire electrical line is made of plastic conduit. Every 2 shops, a water hydrant and fire hose are installed. The entire amount of money to buy and install the water hydrant, the labor to install electricity, cut the corrugated iron roof, and clean up was supported by the People's Committee of An Luu Ward, worth over 30 million VND. The remaining amount, on average, each business household invested over 1 million VND.
"Although the fire prevention and fighting conditions are met, business activities at the market are only temporary due to the lack of other conditions," said Mr. Luan.
For the above reasons, many traders and local authorities want the market to move to a new location with better infrastructure, more spacious and cleaner.
Removing obstacles for the new market to come into operation
While the old market is degraded and no longer meets the business conditions of the people, the An Luu People's Market and Trade Center Project was invested in and built not far away to replace the old An Luu market which has not yet come into operation.
The An Luu People's Market and Commercial Center project has an area of 23,993.2 m², located on the land adjacent to Nguyen Trai Street to Kinh Thay River (An Luu Ward). The project has a construction scale including a central market of 3,887.52 m², 4 commercial buildings of 4-5 floors with a total area of 8,526.98 m², the rest is auxiliary works, traffic, trees. The project has a total construction investment cost of more than 256.4 billion VND. To date, the total construction investment cost of the project is more than 75.8 billion VND.
The reason the project has not been completed is due to some problems and limitations in project implementation procedures.
Recently, the People's Committee of Hai Duong province has focused on handling the problems related to the An Luu Market and Trade Center Project so that the project can come into operation, especially completing the necessary legal procedures. In particular, the People's Committee of Hai Duong province has assigned the People's Committee of Kinh Mon town to preside over and coordinate with the Department of Natural Resources and Environment to develop a plan to auction the project's land use rights to ensure compliance with legal regulations.
Regarding this issue, Mr. Bui Xuan Loc, Chairman of Kinh Mon Town People's Committee, said that Kinh Mon Town People's Committee has completed the plan to auction land use rights of the project, waiting for the Department of Natural Resources and Environment to submit to the Provincial People's Committee for approval.
The An Luu Market and Trade Center project is one of the key projects for developing the commercial center of Kinh Mon town on the road to building a type III urban area and becoming a city. Speeding up the progress of the steps and putting the project into operation soon in accordance with the law is necessary to meet the aspirations of local people for a modern place to buy and sell.
