Add a "shield" to protect your health

For nearly 2 years now, Ms. Nguyen Thi Net, 79 years old, in Thai An village, Quang Phuc commune (Tu Ky) has felt more secure every time she is sick and has to go to a medical facility for examination and treatment. Since 2020, implementing the province's policy, people from 70 to under 80 years old have been supported with 70% of their health insurance premiums. From October 2021, Tu Ky district has also supported people of Ms. Net's age with the remaining 30% of their health insurance premiums. "With support for health insurance, I am very excited, secure and no longer afraid of going to the doctor like before," Ms. Net shared.

Along with Tu Ky district, currently people from 70 years old to under 80 years old, waste collectors at waste collection teams with permanent residence and living in Kim Thanh and Nam Sach districts are also supported 100% of the health insurance premium, in which the provincial budget supports 70%, the district budget supports 30% of the premium.

Recently, on July 13, the People's Council of Hai Duong province issued Resolution No. 11/2023/NQ-HDND on supporting 70% of health insurance premiums for people aged 65 to under 70 in the province, applicable from August 1, 2023 to December 31, 2025. Thus, currently, all people aged 65 to under 80 have been supported by the provincial budget with 70% of the premium when participating in health insurance.

According to the Social Insurance of Hai Duong province, the province currently has about 106,000 people aged 65 to under 70. The issuance of support policies and expansion of the subjects supported to participate in health insurance by the Provincial People's Council is of great significance when medical expenses and the need for medical examination and treatment are increasing. Mr. Vu Duc Khien, Deputy Director of the Provincial Social Insurance, said: "These are important and meaningful policies, demonstrating the concern of Hai Duong province and localities for the people. Promoting support for people to participate in health insurance will create momentum to complete the roadmap for universal health insurance, contributing to the implementation of social security policies, ensuring social progress and justice".

Leave no one behind

Right from the beginning of this term, the Hai Duong Provincial Party Committee issued the Program to ensure social security in the province for the period 2021-2025 to focus on leadership and direction of implementation. As soon as the program was available, the Standing Committee of the Provincial Party Committee established a Steering Committee to develop and implement it, and issued the Steering Committee's operating regulations.

The Provincial People's Council has concretized the resolutions and programs of the Provincial Party Committee with resolutions on socio-economic development of the province in the period and annually. The Provincial People's Committee issued an implementation plan and approved the Project "Developing human resources to meet production and business requirements, contributing to building Hai Duong into a modern industrial province by 2030" along with many programs and plans to implement social policies in the period of 2021-2025 and annually...

After more than half of the term, with specific and practical solutions, the work of ensuring social security in Hai Duong has had many positive changes and achieved many clear results. The Vietnam Fatherland Front and organizations at all levels always accompany and join hands with Party committees and authorities at all levels to take care of policy families, people with meritorious services, and people in difficult circumstances. Hai Duong always fully and promptly implements preferential policies for people with meritorious services to the revolution and ensures social security. By the end of 2022, the poverty rate in Hai Duong decreased from 2.15% in 2021 to 1.69%. The rate of trained workers with certificates reached 31.5%. The rate of working-age workers participating in social insurance reached 45.49%. The rate of health insurance coverage compared to the population reached 91.75%. The unemployment rate remained below 2%, the underemployment rate was below 2%.

In recent years, the material and spiritual life of the poor and social protection beneficiaries has gradually improved. The beneficiaries of social assistance have been expanded. The level of regular social assistance has been increased compared to the Government's regulations. Currently, in Hai Duong province, 100% of the rural population uses clean water; 100% of remote communes are covered by radio and television. Hai Duong is the 5th locality in the country to complete the task of building new rural areas.

Promoting the achieved results and accepting the direction of the Prime Minister, the province has added the content of ensuring social security to the provincial planning for the period of 2021-2025, with a vision to 2050. Hai Duong aims to maintain a poverty rate according to the province's multidimensional poverty standard by 2030, reducing the unemployment rate by 1-1.5%/year, and the unemployment rate below 2%. The province is also consistent in its motto of devoting maximum resources to taking care of the disadvantaged, policy families, and meritorious people, ensuring that people enjoy the benefits of healthcare and education and leaving no one behind.
