Permanent Deputy Prime Minister Nguyen Hoa Binh, Chairman of the Council, affirmed that humanity and leniency towards criminals are fine traditions of our nation. Our country's laws demonstrate strictness towards criminals, resolutely punishing masterminds, ringleaders, stubborn opponents, and dangerous recidivists, but are always lenient and forgiving towards criminals who are sincere, have made meritorious contributions to atone for their crimes, repent, and create all favorable conditions for them to correct their mistakes, become honest people, and be useful to society.

In order to implement the above policies and guidelines, since the National Assembly promulgated the Amnesty Law, from 2009 to present, our State has carried out 9 amnesty periods for more than 92,000 cases. Although the number of people granted amnesty is large, the political security, order and social safety situation is still guaranteed, without complications caused by the amnestied people.

Most of the amnestied people have returned to their places of residence, stabilized their lives and worked honestly, the rate of amnestied people re-offending is low. The amnesty work has ensured political, legal, professional and foreign affairs requirements, and has been supported by the people at home and highly appreciated by international public opinion.

On the occasion of National Day September 2 and the 70th anniversary of the Liberation of the Capital October 10, implementing the Amnesty Law, the President issued Decision No. 758/2024/QD-CTN on amnesty in 2024 and Decision No. 759/2024/QD-CTN on the establishment of the Amnesty Advisory Council. Implementing the President's Decision, the Amnesty Advisory Council issued specific instructions. Although the time was very short, the relevant ministries, branches, and members of the Council, especially the Ministry of Public Security - the Standing Agency and the Supreme People's Court, have made great efforts, urgently directed, actively implemented, and ensured that the amnesty work was carried out closely and seriously in accordance with the provisions of law and on schedule.

To ensure strict and legal review and approval, meeting the goals and requirements of the amnesty period according to the Party's policy and the President's Decision, the Deputy Prime Minister requested that competent agencies focus on inspecting, reviewing, and evaluating publicly and transparently; carefully and cautiously considering each specific case, closely following the conditions and standards prescribed by the Amnesty Law and the President's Decision.

Reporting at the meeting, Major General Tran Van Thien, Director of the Department of Police for Management of Detention Camps, Compulsory Education Facilities, and Reformatory Schools (Ministry of Public Security) said that, implementing Decision No. 758/2024/QD-CTN and the Guidance of the Amnesty Advisory Council, in the past time, with a spirit of urgent, serious work and high responsibility, the interdisciplinary appraisal teams of the Amnesty Advisory Council and expert teams assisting the council members of ministries, departments and branches have inspected and appraised thousands of files that met the conditions for amnesty proposals at detention camps, temporary detention camps, criminal enforcement agencies of district-level police under the Ministry of Public Security and prisons managed by the Ministry of National Defense.

It can be affirmed that the consideration of special amnesty proposals for eligible people is carried out according to a very strict, public, democratic, objective, fair, transparent process, with the right subjects and conditions according to regulations. Special amnesty proposals are checked and assessed at many levels with the participation of many functional agencies and departments, and especially the supervision of social organizations and the people.

According to Major General Tran Van Thien, in order for the 2024 amnesty work to achieve good results, all levels, sectors and localities need to pay attention to the work of reintegrating the community for amnestied people returning to their localities, focusing on promoting propaganda, raising awareness and responsibility of Party committees at all levels, local authorities, socio-political organizations, unions and the masses to join hands to help amnestied people eliminate their guilt. Avoid discrimination against amnestied people, and at the same time do a good job of monitoring, educating, helping, teaching and creating jobs for amnestied people returning to the community to do honest work, limiting re-offending and violating the law.

For people in especially difficult circumstances, it is necessary to mobilize sectors, unions, and socio-economic organizations to help them borrow capital to do business, stabilize their lives, and integrate into the community.

Since 2009, the President has signed nine amnesty decisions for more than 92,000 prisoners who have successfully reformed and studied to return to their families and communities as useful citizens to society. Most of the amnestied prisoners have quickly reintegrated into the community, have stable lives and do honest work. Many of them have become successful businessmen or actively participated in local social activities. The rate of amnestied prisoners reoffending is very low (in the most recent amnesty in 2022, only 2 out of 2,438 amnestied prisoners have reoffended, accounting for 0.08%).

The results of previous amnesty campaigns have been approved by the people in the country and highly appreciated by international public opinion, continuing to affirm the consistent policies of the Party, State and law in promoting and protecting human rights in a fair and equal manner.

At the meeting, the Council reviewed the records and list of prisoners eligible for amnesty and the records and list of prisoners not eligible for amnesty, and reviewed the records of those whose prison sentences were deferred or temporarily suspended, eligible for amnesty and ineligible for amnesty.
