As planned, in December, the Ministry of Construction will conduct on-site inspections of dozens of housing projects, urban areas, and large real estate projects proposed by the People's Committees of Phu Tho, Phu Yen, and Ba Ria - Vung Tau.
The Ministry of Construction has just sent a document to the People's Committees of the above provinces regarding the inspection of compliance with legal regulations in state management of the construction sector.
Accordingly, the ministry organized a delegation to inspect compliance with legal regulations in state management of housing and real estate business, the operation of specialized construction laboratories and the reception of dossiers for declaration of conformity in the period 2016-2022.
According to the plan outline, the Ministry of Construction delegation will inspect the implementation results of the housing development program and plan.
Issuing under authority specific mechanisms, policies, regulations, and statutes of the locality in the housing sector from procedures to preferential mechanisms... implementing social housing projects, commercial housing, urban areas... real estate market management.
In addition, inspect compliance with laws on management, development of commercial housing, social housing, renovation of old apartments. Results of implementation of resettlement housing projects, state-owned housing.
In particular, for social housing, inspect the implementation of the Project "Investing in the construction of at least 1 million social housing apartments for low-income people and industrial park workers in the period of 2021-2030", the implementation status of the 120,000 billion VND credit package.
The delegation also inspected the management and operation of apartment buildings. In particular, it required localities to report and provide data on apartment buildings and the issuance of management regulations according to Circular No. 02/2016/TT-BTC of the Ministry of Construction.
Number of apartment buildings that have established management boards as well as disputes and problems related to management, operation and maintenance of apartment buildings (if any).
Checking compliance with laws in real estate business including content on real estate market and building information system on housing and real estate market.
Specifically, localities must report the list of real estate trading floors eligible to operate in the province and the status of granting real estate brokerage practice certificates.
The implementation status of other real estate projects such as resort villas, tourist apartments, office apartments... The scale of projects with documents for selling future housing, guarantees, real estate inventory...
The Ministry requested each locality to propose 10 housing projects, urban areas, and large real estate projects for the inspection team.
