The Central Government agreed to merge 34 provinces and cities and reduce 60-70% of communes.

The Central Executive Committee agreed to unify the provincial-level administrative units after the merger to 34 (28 provinces, 6 centrally-run cities) and reduce about 60 - 70% of the number of commune-level administrative units.
