On the morning of July 6, the Central Party Secretariat held a conference to disseminate and implement Directive No. 23-CT/TW on strengthening the Party's leadership in ensuring traffic order and safety in the new situation.
General To Lam, Minister of Public Security, delivered the opening speech at the conference.
The conference was held live at the Ministry of Public Security's Conference Hall and streamed online to the Public Security Conference Halls of 63 provinces, cities, districts and counties, with over 35,000 participants.

The conference was attended by leaders of central departments, ministries and branches, the Central Committee of the Vietnam Fatherland Front and its member organizations, representatives of central agencies, members of the National Traffic Safety Committee and local Party committees and authorities.

Also attending were comrade Trieu The Hung, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; a number of comrades of the Provincial Party Standing Committee; leaders of the Provincial People's Council, the Provincial Fatherland Front Committee and departments and branches. The online conference also connected to 12 connecting points at the Police Departments of districts, towns and cities of Hai Duong province.
In his opening speech, General To Lam, Politburo member and Minister of Public Security, said that on May 25, the 13th Party Central Committee Secretariat issued Directive No. 23-CT/TW on strengthening the Party's leadership in ensuring traffic order and safety in the new situation. Directive 23 was issued on the basis of summarizing 10 years of implementing Directive No. 18-CT/TW (2012) and supplementing new policies and solutions suitable for ensuring traffic security, order and safety in the new situation. To create synchronization and unity in implementation nationwide, the Party Central Committee Secretariat organized a conference in person combined with an online conference to disseminate and deploy the Directive.
According to General To Lam, ensuring traffic order and safety is a very important task, directly affecting socio-economic development, ensuring security and order, and human security, with the highest goal of ensuring the safety of life, health, property, peaceful life, and happiness of the people, serving the socio-economic development of the country.
Over the past years, our Party and State have paid great attention to leading and directing the development of transport infrastructure associated with ensuring traffic order and safety. In 2003, the Secretariat issued Directive No. 22-CT/TW on strengthening the Party's leadership in ensuring traffic order and safety. In 2012, Directive No. 18 was issued and in 2023, Directive No. 23 was issued to lead and direct this work. It has been 20 years since the first Directive, showing the great attention of the Party, State and agencies to ensuring traffic order and safety.

Through summary and evaluation, it can be seen that in the past 10 years, all levels and sectors have thoroughly grasped and seriously implemented the policies and solutions set out in Directive 18, in which many resources have been devoted to developing transport infrastructure, mobilizing the combined strength of the entire political system and the participation of all people, contributing to creating positive changes in the traffic order and safety situation each year. Especially in recent years, there have been many new and more drastic measures such as controlling alcohol concentration, overloaded and oversized vehicles, etc.
As a result, awareness of traffic law compliance has changed significantly, the number of deaths, injuries and damage caused by traffic accidents has decreased sharply. In 2022, there were about 3,000 fewer deaths compared to 2012. In the first 6 months of 2023 alone, there were 548 fewer deaths due to traffic accidents.
However, the recent changes have not yet met the requirements. The situation of traffic order and safety is still complicated, and the damage caused by traffic accidents is still very serious. In the past 10 years, on average, there have been about 20,000 traffic accidents each year in Vietnam, killing 7,000 people and injuring 16,000 people, of which about 70% of the dead and injured are of working age, leaving very serious consequences for society. People are still worried and insecure when participating in traffic.
Meanwhile, some local Party committees and authorities have not paid attention to leading and directing the implementation of methods to ensure traffic order and safety. State management of traffic order and safety is still limited and inadequate, and responsibilities in some areas have not been clearly defined, leading to low effectiveness and efficiency, and there have been no breakthrough changes in this work.
“The Secretariat’s issuance of Directive No. 23 is very timely and in line with reality, thereby contributing to creating stronger and more positive changes in ensuring traffic order and safety, serving the task of socio-economic development of the country in the new period,” General To Lam emphasized.
The conference summarized and evaluated the results achieved, experiences, good and creative ways in implementing Directive 18; analyzed and clarified existing problems, difficulties and obstacles in ensuring traffic order and safety, especially difficulties in laws, mechanisms, policies, resources, and coordination between agencies, thereby proposing solutions to overcome them, contributing to improving the effectiveness of ensuring traffic order and safety in the coming time.

The report summarizing 10 years of implementing Directive No. 18 shows that, with the attention of the Party and the State, and the efforts of all sectors and levels, the traffic order and safety situation has had positive changes. Traffic congestion in Hanoi, Ho Chi Minh City and on key national highways is showing signs of improvement; violations of overloading on roads have decreased sharply, especially the number of vehicles violating the 100% overload has decreased sharply, and the situation of vehicles "extending" the cargo bed has almost ended nationwide.
Students have become aware and conscious of wearing helmets when riding motorbikes, scooters and electric bicycles. Illegal sand and gravel mining, which causes disorder, traffic safety and social order on inland waterways, has been combated and prevented.
Thereby, the number of cases, deaths and injuries due to traffic accidents continued to decrease sharply, the number of particularly serious traffic accidents involving passenger cars and heavy trucks was controlled, contributing to ensuring social order on roads, railways and inland waterways, effectively serving the socio-economic development tasks of the country in the period of 2013-2022. From 2012-2022, there were 190,020 traffic accidents nationwide, killing 76,439 people and injuring 165,824 people; compared to 10 years ago, the number of cases decreased by 37%, the number of deaths decreased by 29%, and the number of injuries decreased by 44%.

However, the situation of traffic order and safety is still complicated. Major General Nguyen Van Long, Deputy Minister of Public Security, said that some cadres and party members have not really been exemplary and set an example in obeying traffic laws, and violations still occur. There are many serious and extremely serious violations of traffic laws, including cases of drinking alcohol and beer causing fatal traffic accidents, and some cases of resistance.
Some ministries and sectors have not yet completed the tasks assigned by the Government in Resolution No. 30/NQ-CP promulgating the Action Program to implement Directive 18. State management of traffic order and safety in some areas such as management of transport business activities, training, testing, granting of driving licenses, management of technical safety inspection, environmental protection of vehicles in some units and localities is still limited, ineffective, slow to be overcome and has signs of harassment and negativity.

The issuance of legal documents on ensuring traffic order and safety still has many shortcomings, is not consistent, lacks stability, and has not clearly defined the responsibility for state management in this field among ministries and branches. The implementation of traffic infrastructure in some areas has not met the transportation and travel needs of the people.
The results of controlling and reducing traffic accidents are not yet stable, the number of deaths and injuries remains high. Particularly serious traffic accidents on roads and railways still occur and have the potential to increase. Traffic congestion in large cities occurs frequently during rush hours on key national highways, expressways, and gateways to large cities.
The situation of resisting law enforcement officers in the work of ensuring traffic order and safety is complicated, tends to increase and the nature, seriousness, recklessness, shows disregard for the law, discipline, causing damage to the life, health and honor of law enforcement officers. In the Traffic Police force alone, there have been 362 cases of resisting law enforcement officers, causing 4 comrades to die and 194 comrades to be injured.
At the Conference, delegates listened to Deputy Prime Minister Tran Luu Quang disseminate and implement the contents of Directive No. 23 with new issues, and discussed measures to effectively implement the goals and requirements set forth by the Secretariat.
Hai Duong province's handling of overload violations is highly appreciated. Implementing Directive No. 18-CT/TW dated September 4, 2012 of the Central Party Secretariat (11th tenure), the Party Committee and the Hai Duong provincial government always pay attention to leading and directing the work of ensuring traffic order and safety. The traffic accident situation in the province has decreased sharply over the years, contributing to ensuring security and order, and developing the local economy and society. |
