The agreement on connecting the eastern expressway economic axis is a lever to promote socio-economic development of the provinces and cities of Hai Duong, Hai Phong, Hung Yen and Quang Ninh.

On the afternoon of February 28, in Hung Yen City, the Vietnam Federation of Commerce and Industry (VCCI) coordinated with the provinces of Hung Yen, Quang Ninh, Hai Duong and Hai Phong City to organize a conference to deploy the economic connection agreement of the Eastern Expressway Axis (VEHEC).
Attending the conference were Party Central Committee members: Tran Duc Thang, Secretary of Hai Duong Provincial Party Committee; Nguyen Huu Nghia, Secretary of Hung Yen Provincial Party Committee; Nguyen Xuan Ky, Secretary of Provincial Party Committee, Chairman of Quang Ninh Provincial People's Council.
Also attending were comrades: Pham Tan Cong, Chairman of VCCI; Trieu The Hung, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Hai Duong province; Tran Quoc Toan, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the People's Council of Hung Yen province; Tran Quoc Van, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Hung Yen province; Cao Tuong Huy, Acting Chairman of the People's Committee of Quang Ninh province; Le Anh Quan, Standing Vice Chairman of the People's Committee of Hai Phong city; leaders of the People's Council, People's Committee, heads of departments and branches of the 4 localities and leading economic experts of VCCI.
VCCI Chairman Pham Tan Cong delivered the opening speech at the conference.
In his welcoming speech, Comrade Nguyen Huu Nghia, Secretary of the Hung Yen Provincial Party Committee, affirmed that this conference demonstrated the spirit of cooperation, unity and determination to promote sub-regional linkages of the four localities and VCCI in realizing the economic connectivity agreement signed on July 28, 2022. The VEHEC agreement contributes to strengthening linkages and economic development between the four provinces and cities: Hai Duong, Hai Phong, Quang Ninh, Hung Yen. Thereby opening up new opportunities for each locality, initially forming a sub-regional linkage model of the Red River Delta, establishing an effective mechanism for operation, coordination and implementation of cooperation on the basis of optimizing the mobilization and use of resources.
The Secretary of the Hung Yen Provincial Party Committee said that the VEHEC agreement demonstrates the initiative, creativity and unity in perception and action of the four localities with the support of VCCI. Regional linkage is an inevitable trend, leading the development of localities, contributing significantly to the implementation of Resolution No. 30-NQ/TW dated November 23, 2022 of the Politburo on socio-economic development and ensuring national defense and security in the Red River Delta region by 2030. Therefore, the 2023 action plan is very important to strengthen trust in cooperation between localities and VCCI.
Hai Duong Provincial Party Secretary Tran Duc Thang highly appreciated the VEHEC agreement.
VCCI Chairman Pham Tan Cong also affirmed that Resolution No. 30-NQ/TW dated November 23, 2022 of the Politburo is a lever for localities to strengthen their connections, both supporting each other and maximizing their own potential and strengths in economic development. However, along with opportunities, there are still difficulties when business development has not been very positive in the past. Therefore, with the role of leading and supporting, VCCI will work with the 4 localities to build a methodical and specific organization, regulations, and action plans in the spirit of democracy and openness. The parties participating in the connection are clearly assigned roles with breakthrough and practical programs and activities.

Affirming that the VEHEC agreement has practical significance, helping businesses in investment activities, Hai Duong Provincial Party Secretary Tran Duc Thang suggested that the parties must create an information channel with orientation for investors to access. Hai Duong commits to actively participating with the three provinces and cities to implement effective and practical linkage activities. In the immediate future, provincial leaders need to regularly exchange information on socio-economic management and exchange experiences in implementing areas of strength. In the long term, localities must overcome their own interests and help each other develop together.
Speaking at the conference, Chairman of Hai Duong Provincial People's Committee Trieu The Hung also expressed his confidence that the initiative on VEHEC agreement has been put into practice through specific activities, in line with the spirit of "if you want to go fast, go alone, if you want to go far, go together". By participating in the association, Hai Duong contributes its inherent potential and strengths to create common strength and common resources for the whole region to exploit. The regulations are the basis for the four localities to cooperate effectively, consistently and long-term.
Chairman of Hai Duong Provincial People's Committee Trieu The Hung emphasized that the implementation of the VEHEC agreement will create favorable conditions for the four provinces and cities to implement the Party and State's policies on regional linkage. Participating in linkage is an opportunity for localities to overcome their own difficulties from common advantages. In particular, activities with available resources will be prioritized to create overall strength, attract investors to build a strong regional linkage bloc.

Based on the VEHEC agreement signed on July 28, 2022 between the Chairman of VCCI and the Chairman of the People's Committees of the provinces and cities: Hai Duong, Hai Phong, Quang Ninh, Hung Yen, the parties have agreed on the content of activities in 2023. That is to complete the organizational structure including the VEHEC Sub-regional Connection Council, the Council Secretariat, the Regional Business Council, and issue operating regulations. After completing the operating structure, the VEHEC Sub-regional Connection Council will organize foreign investment promotion with two key markets: Japan and Taiwan (China). Organize industrial park forums to discuss issues and solutions to promote and effectively develop industrial parks in a green and sustainable direction. Workshop on green business investment environment, organize sub-regional business conferences. Implement training programs for sub-regional business associations, dialogue to remove difficulties for businesses in import and export activities...
In 2023, the VEHEC Sub-regional Connection Council members include 2 Chairmen, the Chairman of VCCI and the Chairman of the People's Committee of Hung Yen province, 3 Vice Chairmen, the Chairman of the People's Committee of Hai Phong city, Hai Duong province and the acting Chairman of the People's Committee of Quang Ninh province, and the remaining 5 members, the Vice Chairmen of VCCI and the Vice Chairmen of the People's Committees of 4 localities. The Council is the agency that performs the function of leading, directing and coordinating sub-regional connection activities according to the agreed contents to promote green and sustainable economic development, contributing to ensuring socio-economic development, security and defense in the Red River Delta.
