[Audio] Proposal to invest in 4 inter-regional traffic axes and important intersections

Chairman of the Provincial People's Committee Trieu The Hung gave a speech at the regular meeting of the Hai Duong Provincial People's Committee in April, the second time.

On the morning of April 12, Comrade Trieu The Hung, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Hai Duong province chaired the second regular meeting of April to review reports from the Departments of Transport, Planning and Investment, Culture, Sports and Tourism, Natural Resources and Environment, and Finance.

At this meeting, the Department of Planning and Investment and the Department of Transport reported the results of the review of land use revenue for the 5-year period 2021 - 2025; proposed projects to create investment sources for key projects assigned to the district level for implementation in the period 2021 - 2025 and investment capital for connecting traffic axes.

After listening to the opinions of the delegates, Chairman of the Provincial People's Committee Trieu The Hung highly appreciated the efforts of the Department of Planning and Investment, Department of Transport and related departments and branches in the past time in reviewing and selecting the order of priority in implementing projects assigned to the district level for investment. The Provincial People's Committee assigned the Department of Transport and Department of Planning and Investment to receive the opinions of the delegates, especially the opinions of the provincial leaders, to complete the implementation plan according to the reported order of priority. Continue to review the order of priority of the projects in the proposed plan to ensure response to revenue scenarios.

The Provincial People's Committee highly agrees on investing in proposed transport infrastructure routes. The Department of Planning and Investment and the Department of Transport will complete the report before 3:00 p.m. on April 12. The Provincial People's Committee Party Committee will report to the Provincial Party Committee Standing Committee on this matter according to regulations.

According to the report of the Department of Planning and Investment, after review, the total land use revenue for the 5 years of 2021-2025 of Hai Duong is expected to be about 34,913 billion VND, an increase of 4,913 billion VND compared to the plan assigned by the Provincial People's Council in Resolution No. 59/NQ-HDND dated December 8, 2012. According to the district level, there are 9 localities that are capable of completing and exceeding the land use revenue plan for the 5 years of 2021-2025, 3 localities did not complete the plan.

At the end of 2021, the Provincial People's Council approved 21 lists of key projects in the 2021-2025 period assigned to the District People's Committees for implementation. However, due to many difficulties, the implementation of key projects assigned to the District People's Committees has been very slow. To ensure investment feasibility and to be consistent with the ability to balance capital sources and the current situation of socio-economic development needs, the Department of Transport proposed to prioritize the investment in the construction of 4 inter-regional connecting traffic axes and important intersections for socio-economic development, including: the interchange with National Highway 5 in Kim Xuyen commune, Kim Thanh district, located on the axis connecting Hai Duong province with Quang Ninh province and Hai Phong city with 4 projects. The traffic axis connecting Vu Cong Dan street, Hai Duong city to Ke Sat town, Binh Giang district with 3 projects. The traffic axis connects National Highway 5 with National Highway 18 from Chi Linh City through Tan An Bridge and Nam Sach District to Hai Duong City with 2 projects. The traffic axis connects National Highway 5, through Thanh Ha District Town, Hop Thanh Bridge to the Hanoi - Hai Phong Expressway intersection, Thanh Ha District with 3 projects.

The Department of Transport proposed to arrange the order of priority for investment in the construction of key traffic projects and works with 2 priority groups, of which group 1 includes 11 projects; group 2 includes 2 projects. For the remaining key traffic projects and works, the district-level People's Committees will proactively review and arrange capital to complete investment preparation work in the 2021-2025 period. If sufficient investment resources are balanced, the proposal will be reported to the Provincial Party Committee Standing Committee and the Provincial People's Committee for approval. The principle of capital allocation will focus on projects and works in priority group 1. If resources are balanced, investment will be made in projects and works in priority group 2 and then investment in the remaining projects will continue.
