The Russian Federal Security Service (FSB) announced that it had broken up a plan by the Ukrainian military intelligence (HUR), in which Kiev offered to pay $1 million for Russian soldiers to withdraw from positions near the city of Gorlovka, in the Donetsk region (Ukraine).
