Deputy Prime Minister Tran Hong Ha requested to promote the model of a national online job exchange, in which foreign labor brokerage centers can participate.
Working with ministries and sectors on the afternoon of August 21, Deputy Prime Minister Tran Hong Ha said that this model aims to ensure the rights and interests of exported workers. The market also needs a national job exchange to carry out state management of human resources in public and private enterprises.
"The exchange will connect job information in areas that businesses have not covered," said Mr. Ha, assigning the Ministry of Labor, War Invalids and Social Affairs to standardize data and connect centers and job exchanges so that businesses and workers can access them fully and conveniently.
According to the Deputy Prime Minister, the legal basis for the labor, real estate, land, and science and technology markets in Vietnam is clear. The model of brokerage centers and trading floors in the past has partly met the demand but has revealed limitations.

Deputy Minister of Labor, War Invalids and Social Affairs Le Van Thanh said that the country has 82 public employment service centers and 500 private employment service enterprises to connect supply and demand in the labor market. However, the law has not unified the names, online or direct transactions. Technology infrastructure is still backward; job databases are not synchronized; centers and enterprises do not share. Inspection and supervision of transparency in employment transactions are still limited.
Therefore, according to Mr. Thanh, building a national online job exchange is necessary to connect with existing exchanges. The government needs to have standards for collecting and updating national job data on the exchange.
Urgent need to establish real estate trading floor
Regarding the establishment of real estate trading floors, Deputy Minister of Construction Nguyen Van Sinh said that by the end of 2020, there will be 1,600 floors nationwide, contributing to limiting informal trading and preventing tax losses.
However, current law does not require real estate businesses and individuals to sell, lease, or lease-purchase real estate through a trading floor. This affects the market, state management, and the people. Regulations on conditions for establishing a real estate trading floor still have many shortcomings, leading to difficulties in management.
Therefore, the Ministry of Construction proposed to add regulations on types of real estate that must be traded through the floor to protect people's interests, prevent tax losses, and create a healthy environment. The floor will help form a tool for State information management, thereby issuing policies to regulate the market.
Deputy Minister of Natural Resources and Environment Le Minh Ngan said that the land market has been formed but lacks stability and transparency, is not sustainable, and is not connected to other production markets. Information on the land market is not enough, making it difficult for investors to access land. There is no mechanism to collect information on actual land transaction prices on the market.
"Establishing a real estate trading floor, including transactions on land use rights, is necessary and urgent, moving towards synchronizing national governance," Deputy Minister Ngan said, hoping that the real estate trading floor will serve as a basis for determining land prices according to the market, limiting speculation, creating bubbles, and fighting corruption and money laundering.
Agreeing with the need to form a national trading floor for real estate and land use rights, Deputy Prime Minister Tran Hong Ha emphasized the need to create conditions for private trading floors to develop healthily. Ministries and sectors are responsible for building the operating mechanism and responsibility of the trading floors towards businesses and traded goods.
"There needs to be a mechanism to encourage organizations and individuals to conduct real estate transactions and land use rights of a civil nature, without any business purpose, on the trading floor," said Mr. Ha.
