A province bans extra teaching of more than 2 hours per class.
Ninh Binh prohibits extra classes on holidays and Tet, before 7am and after 9:30pm every day, each class cannot last more than 2 hours.

Mr. Phan Thanh Cong, Director of the Department of Education and Training of Ninh Binh province, said on the afternoon of April 24 that this is the province's regulation on extra learning and teaching, effective from May 2.
In addition to the above regulations, tutoring facilities must ensure that each class has no more than 40 students, a maximum of 2 hours of study per day, and must have time for students to rest in between sessions. Currently, tutoring classes usually last about 2-3 hours.
Extra classes do not take place before 7am, from 11:30am - 1:30pm and after 9:30pm daily.
Ninh Binh’s move came after Circular 29 on the management of extra teaching and learning by the Ministry of Education and Training took effect on February 14. Accordingly, schools are only allowed to teach extra classes for free for three groups: those who have not yet achieved their qualifications, those who are good students, and those who voluntarily register for final year students. Funding is taken from the budget and other legal sources.
Outside of school, tutoring facilities must register their business and ensure the conditions as prescribed. In addition, the centers must list their hours, tuition fees, and course content... Teachers are not allowed to teach extra classes for money to their regular students.
Ninh Binh requires principals to update and publicize the list of teachers who teach outside on the electronic information page. At the same time, schools must report this to the management agency at the beginning of each semester and at the end of each school year.
Before Ninh Binh, several provinces and cities announced guidelines on the management of extra teaching and learning. However, few localities have detailed regulations on the time of extra teaching. Recently, Ho Chi Minh City plans to ban extra teaching facilities from operating after 8 p.m. to ensure the health of students.
