Comrade Le Van Bang, Vice Chairman of the Union of Science and Technology Associations of Hai Duong province, proposed that the draft Political Report of the 17th Provincial Party Executive Committee should assess the current situation of high-tech development in the province more deeply.

Through studying the draft Political Report of the Provincial Party Executive Committee, term XVII, in my opinion, it is necessary to first determine that Hai Duong will merge with Hai Phong City to become a centrally-governed city. Therefore, it is necessary to determine that in the coming years, Hai Duong will develop as a whole after merging with Hai Phong City, not just Hai Duong province.

The congress's theme did not include the basic issue of meeting the criteria for a centrally-run city because when merged, Hai Phong City was already a centrally-run city.

Regarding the results achieved in implementing the Resolution of the 17th Congress, it is necessary to clarify the current situation of the province, especially the difficulties the province is facing. It is necessary to assess the current situation of high-tech development in the province more deeply. In fact, in the past term, we have not had development commensurate with the province's potential in attracting and developing high-tech enterprises to the province. Therefore, the number of high-tech enterprises operating in the province is very small. In addition, attracting large enterprises is also limited, so it has not created a driving force for the province.

The education sector needs to be assessed more thoroughly, especially with data on investment in education in recent years. The assessment of training, fostering, and supplying high-quality labor resources in the province still has some limitations (currently, businesses are mainly provided with unskilled and simple labor resources, lacking high-quality labor resources), and at the same time, it is also necessary to summarize and evaluate the work of promoting education in the community...

Party building work needs to emphasize the issue of admitting Party members in enterprises, admitting private business owners into the Party; propagating policies and guidelines (especially studying resolutions) implemented in business groups, especially foreign businesses.

Regarding the goals, viewpoints and solutions for the 2025 - 2030 term, the situation forecast section should further evaluate the planned merger of Hai Duong with Hai Phong City. In that context and condition, there are any difficulties or obstacles as well as opportunities for Hai Duong and must be considered in the overall merger to forecast the situation in the province.
