Hanoi will build an underpass at the Hoang Quoc Viet - Pham Van Dong intersection.
The underpass at the Hoang Quoc Viet - Pham Van Dong intersection is about 600 m long with 6 lanes, with a total investment of nearly 3,000 billion VND, to be implemented in the 2026 - 2028 period.

On April 10, the Hanoi People's Committee issued Decision No. 1966 approving the investment policy for the project to build an underpass connecting Hoang Quoc Viet Street with Pham Van Dong Street and connecting with Tran Vy Street.
Accordingly, the tunnel is built at the intersection between Hoang Quoc Viet extended road and Pham Van Dong road, in the direction towards Tran Vy road. The tunnel cross-section is 22.1 m, including 6 lanes.
Within the project, the road area on both sides in front of the Ministry of Public Security gate was renovated to be 14.75 m wide, including 4 lanes for motor vehicles, and a 4.5 m wide sidewalk. The extended Hoang Quoc Viet Street was newly invested in with a cross-section of 50 m.
In addition, the current Hoang Quoc Viet street will have its sidewalks cut, the median strip adjusted, and the right and left lanes of the roads around the intersection widened. Technical infrastructure, trees, traffic lights, and an overall traffic organization plan for the intersection will be built to ensure safety and urban beauty.
The project is prepared for investment in 2025 and will be implemented in 2026-2028. In which, Cau Giay and Bac Tu Liem districts will implement the component projects related to compensation, resettlement support, and relocation of technical infrastructure. The Traffic Construction Investment Project Management Board will be the investor in the construction part.
Previously, in the submission requesting the city to approve the project, the Department of Transport (now merged with the Department of Construction to form the Department of Construction) said that the traffic volume on Hoang Quoc Viet Street and Ring Road 3 is constantly increasing, causing congestion during rush hours and dust and noise pollution.
Due to the high traffic volume, the organization of traffic at the existing intersection and traffic lights cannot meet the demand, it is necessary to open more traffic directions to relieve the pressure on the Hoang Quoc Viet - Ring Road 3 intersection along with the adjacent intersections. The investment in the construction of the underpass on Hoang Quoc Viet Street, extending with Pham Van Dong Street and connecting with Tran Vy Street is in line with the orientation and planning of the Capital.
Hanoi currently has 4 underpasses in operation. The Kim Lien - Xa Dan underpass connecting Tran Khat Chan and Kim Lien streets is the first in the capital, inaugurated in 2009. In 2016, Hanoi put into operation two underpasses: Trung Hoa (connecting Tran Duy Hung Street with Thang Long Avenue) and Thanh Xuan intersection (helping to resolve traffic congestion and conflicts between Nguyen Trai Street and Ring Road 3). The fourth underpass, which will be operational from October 2022, is Le Van Luong - Ring Road 3.
