On the afternoon of March 13, the National Assembly Standing Committee's Supervisory Delegation worked with the People's Committee of Hai Duong province on the implementation of policies and laws on the development and use of human resources to meet the requirements of socio-economic development, especially high-quality human resources.

Comrade Nguyen Dac Vinh, member of the Party Central Committee, member of the National Assembly Standing Committee, Chairman of the National Assembly's Committee on Culture and Social Affairs, Deputy Head of the Standing Committee of the Supervisory Delegation chaired the working session.
Provincial Party Committee members: Nguyen Minh Hung, Vice Chairman of the Provincial People's Committee; Nguyen Khac Toan, Vice Chairman of the Provincial People's Council and leaders of relevant departments, branches and localities worked with the Supervisory Delegation.
Also attending the meeting were leaders of a number of universities, colleges and businesses in the province.
At the meeting, delegates focused on discussing issues related to training, use and promotion of human resources, especially high-quality human resources.
The members of the monitoring delegation and provincial representatives clarified the contents on the training capacity of educational institutions in the province; linking the training work of schools with the labor market needs of the province; exploiting the strengths of educational institutions to train local human resources; mechanisms and policies to pay attention to investing in facilities for vocational training institutions; supporting the training of high-quality labor resources for enterprises; mechanisms and incentives to attract talents and high-quality labor...

Speaking at the meeting, Vice Chairman of the Provincial People's Committee Nguyen Minh Hung gave an overview of the province's socio-economic development situation.
The Vice Chairman of the Provincial People's Committee said that Hai Duong has provided maximum support to training institutions in the province in accordance with regulations to contribute to improving the quality of labor resources. Along with that, solutions are being implemented to streamline students; attract highly qualified labor from Hai Duong to work in the province. He also informed the monitoring delegation about some of the province's difficulties, including the low number of assigned positions, which partly affects the attraction of high-quality human resources to work in state agencies.

Hai Duong recommends that the National Assembly and the Government soon issue directives to develop policies to meet the labor market's needs regarding the quality of human resources, the issue of overseas labor, and the competitiveness of workers in the market in accordance with the current situation. Strengthen coordination between central ministries and branches with localities in building and developing human resources, especially high-quality human resources.
It is recommended that the Central Government consider a mechanism to support the allocation of high-quality human resources to localities; pay attention to investing in infrastructure for key training institutions. Concluding the meeting, Chairman of the National Assembly's Committee for Culture and Social Affairs Nguyen Dac Vinh informed about some major policies and orientations of the Central Government on building and developing human resources. Nguyen Dac Vinh suggested that Hai Duong continue to research and grasp the current situation of human resources in the province as a basis for proposing and recommending solutions for the Central Government to include in programs and projects.

The Chairman of the National Assembly's Committee on Culture and Society acknowledged the proposals and recommendations of Hai Duong; at the same time, requested the Provincial People's Committee to absorb the opinions of the delegates; continue to analyze, correctly assess the current situation, results, solutions and update data to complete the reports, and submit them to the monitoring delegation before March 20, 2025.
The monitoring delegation will carefully study and evaluate the information and recommendations of Hai Duong province and propose to the Central Government solutions to continue building and developing human resources, including policies to support localities.

On the same morning, the National Assembly Standing Committee's Supervisory Delegation divided into 3 groups to work and conduct field surveys at Hai Duong University, Taishodo Vietnam Co., Ltd. (Dai An Industrial Park) and Chu Dau Ceramics Joint Stock Company (Nam Sach).
According to the report of the Provincial People's Committee, Hai Duong currently has a total of 42,691 cadres, civil servants, and public employees in the State's public service agencies and units in the province. In terms of quality and training level, there are 3 associate professors, 88 doctors, 3,452 people with master's degrees, 33,460 people with university degrees, 4,441 people with college degrees, and 1,247 people with degrees below college.
Regarding the quality of human resources in enterprises, there are 46,956 people with university and post-graduate degrees (accounting for 12.14%), 23,945 people with college degrees (accounting for 6.19%), 21,405 people with intermediate vocational degrees (accounting for 5.53%) and 256,369 people are unskilled workers (accounting for 66.3%).
Hai Duong currently has 33 vocational training institutions and enterprises participating in vocational training activities, of which the public sector has 22 institutions and the private sector has 11 institutions. The whole province has 1,902 managers and vocational education teachers, of which 1,388 have university and postgraduate degrees (accounting for 72.9%).
In the period of 2021 - 2024, Hai Duong province will recruit 153,293 new vocational education students, of which 8,185 are college level; 14,507 are intermediate level; 130,601 are elementary level and regular training.
