Hai Duong Provincial People's Committee has regulated the reception, management and use of donations and sponsorships for relics and festival activities organized by state agencies.

Accordingly, the relic is also a religious facility assigned to the Con Son - Kiep Bac Relic Management Board for management and use, the representative of the religious facility is responsible for paying the Con Son - Kiep Bac Relic Management Board 50% of the collected donations and sponsorships for repair, maintenance, renovation, upgrading, construction of shared auxiliary works; costs for ensuring security and order, fire prevention, disease prevention, environmental sanitation and other general management costs.

For relics that are not religious establishments assigned to the Con Son - Kiep Bac Relic Management Board for management and use, 5% of the collected donations and sponsorships will be transferred to the account of the Department of Culture, Sports and Tourism to create a source of funds for restoration and repair of other relics in the province. 33% of the collected donations and sponsorships will be used to cover festival activities. 11% of the collected donations and sponsorships will be used to cover regular activities of the unit. The remaining donations and sponsorships will be used to cover special expenses.

The representative of Thanh Mai Pagoda (Chi Linh) is responsible for paying the Chi Linh City Relic Management Board 10% of the collected donations and sponsorships.
