Who is the first child in Hai Duong to receive an ID card?
Tran Dieu Nhi (born in 2020, in Lam Son commune, Thanh Mien district) is the first citizen of Hai Duong to receive an ID card.

According to the Department of Administrative Management of Social Order (Hai Duong Provincial Police), in the 3 days from July 1-3, Hai Duong received a total of 3,198 ID card applications, including 101 cases from 0-6 years old; 186 cases from 6-14 years old; 2,911 cases from 14 years old and above.
According to regulations, after 7 working days from the date of receiving the application (excluding Saturdays and Sundays), citizens will receive their ID cards. However, to encourage citizens to apply for ID cards as soon as possible according to the 2023 ID Law, the Department of Administrative Police for Social Order has returned ID cards to citizens in localities nationwide. In Hai Duong, Tran Dieu Nhi (born in 2020, in Lam Son commune, Thanh Mien district) is the first citizen in the province to receive an ID card.
In the early days of implementing the 2023 Law on Identification (effective from July 1, 2024), many citizens in the province are still wondering about the necessity and benefits of issuing ID cards to people under 14 years old. Answering this question, Lieutenant Colonel Do Thi Thu (Department of Administrative Management of Social Order, Provincial Police) said that the ID card with compact size, good material, high security and confidentiality and integrated with many other information will bring many conveniences to people in traveling, studying, medical examination and treatment and performing other transactions.
Citizens only need to carry an ID card and do not need to carry other documents such as birth certificates, health insurance cards, vaccination books, etc. In addition, the Ministry of Public Security has reviewed, evaluated and found that if ID cards are issued to people under 14 years old, society will not incur costs in issuing vaccination books, medical examination books, health insurance cards, student cards, etc.
In the following days, the Provincial Police continued to direct units to organize the collection of documents and issue ID cards to citizens in the province to ensure speed and accuracy, contributing to serving the legitimate needs of citizens.
