On the morning of January 12, the People's Committee of Hai Duong province deployed the next steps to reorganize commune-level administrative units in the province for the 2023-2025 period.

Clarifying the basis for the proposal not to rearrange some commune-level administrative units

Speaking at the conclusion of the meeting, Comrade Nguyen Minh Hung, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee, requested that localities with commune-level administrative units that proposed not to be rearranged need to clarify the legal basis and the specific practical situation of the locality; clarify what kind of disorder and insecurity is predicted to occur if the merger is conducted and must have supporting documents.

Hai Duong City, together with the Department of Home Affairs, the Provincial Police, the Provincial Military Command, and relevant departments and branches, clarified the request of the Ministry of Home Affairs to explain the proposal not to rearrange 4 wards of Hai Duong City to unify and complete the development of a master plan to rearrange commune-level administrative units in the province for the period 2023 - 2025. Relevant departments and branches have written responses and sent them to the Provincial People's Committee via the Department of Home Affairs before January 16.

Units and localities with communes merging with communes but not meeting the prescribed criteria must complete an explanatory report and send it to the Provincial People's Committee via the Department of Home Affairs before January 16.

In October 2023, the People's Committee of Hai Duong province submitted to the Ministry of Home Affairs for consideration and comments on the overall plan for rearranging commune-level administrative units in the 2023-2025 period in the whole province. The province proposed not to rearrange Nhan Hue commune (Chi Linh) because it is a unit with special factors; consider rearranging administrative units for 4 wards of Hai Duong city including: Tran Phu, Nguyen Trai, Quang Trung, Tran Hung Dao.

Previously, the Ministry of Home Affairs issued Official Dispatch No. 7534BNV-CQDP dated December 20, 2023 and Official Dispatch No. 90/BNV-CQDP dated January 8, 2024 providing comments on the Overall Plan for arranging administrative units at district and commune levels for the period 2023-2025. of the province; plan to arrange 4 wards of Hai Duong city. The Ministry of Home Affairs supports the province's proposal not to merge 4 wards of Hai Duong city due to special factors in terms of national defense, security, historical traditions, culture, ethnicity, and religion. The Ministry of Home Affairs requests the province to continue to supplement, clarify, and update the bases for proposing not to arrange administrative units.

Hai Duong plans to reduce 28 commune-level administrative units

According to the latest plan (proposing not to rearrange Nhan Hue commune (Chi Linh city) and 4 wards of Hai Duong city), Hai Duong province plans to have 57 administrative units to be rearranged in the 2023 - 2025 period (including 33 mandatory units, 23 adjacent administrative units and 1 unit with partial adjustment). After the rearrangement of administrative units, Hai Duong province will reduce 28 units (including 27 communes, 1 ward) from 235 units to 207 units (including 151 communes, 46 wards, 10 towns).

According to the next plan, the province will complete the overall plan for the arrangement of commune-level administrative units for the 2023-2025 period according to the comments of the Ministry of Home Affairs and relevant ministries and central agencies, and report to the Ministry of Home Affairs before January 20. The People's Committees at the district and commune levels will carry out the steps and complete the dossier to submit to the People's Council at the district level for approval, send it to the Department of Home Affairs for appraisal, and report to the Provincial People's Committee before April 15. The provincial level will complete the dossier to submit to the Provincial People's Council before April 30.
