Prime Minister chairs National Conference on Development of Cultural Industries

On the morning of December 22, Prime Minister Pham Minh Chinh chaired the National Online Conference on "Developing Vietnam's Cultural Industries".

This is the first conference, of special significance for the development of Vietnam's cultural industries.

The conference was held directly at the Government Headquarters and online with the People's Committees of 63 provinces and centrally run cities. Also attending the conference were Deputy Prime Minister Tran Hong Ha; leaders of ministries, sectors, and central agencies; leaders of provinces and centrally run cities; representatives of associations, organizations, businesses, investors, experts, and artists working in the cultural industry.

Speaking at the opening of the conference, Prime Minister Pham Minh Chinh pointed out: Vietnamese culture is the result of thousands of years of creative labor and resilient struggle to build and defend the country by the Vietnamese ethnic community, and is the result of exchanges and absorption of the quintessence of many world civilizations for continuous improvement. Vietnamese culture has forged the soul, spirit, and mettle of heroic, hospitable, and friendly Vietnamese people, making the glorious history of the nation shine.

According to the Prime Minister, talking about cultural industry refers to industries that produce artistic and creative products, whether physical or intangible in nature. Through exploiting cultural values ​​and products and services of intellectual, social and cultural significance to gain economic benefits.

In the world, the development of cultural industry is taking place strongly, is a trend and gradually becomes an important driving force to promote the economic and social development of countries. Vietnam is assessed to have many potentials and advantages to develop cultural industry.

Over the past years, the Party and State have issued and effectively implemented many policies, guidelines, laws to develop culture and cultural industry.

In which, Resolution No. 03-NQ/TW dated July 16, 1998 determined that “The general direction of our country's cultural career is to promote patriotism, the tradition of great national unity, the sense of independence, self-reliance, self-reliance to build and protect the socialist Fatherland, to build and develop an advanced Vietnamese culture, imbued with national identity, to absorb the quintessence of human culture, to make culture permeate all social life and activities…”. Resolution No. 33-NQ/TW dated June 9, 2014 set out the goal and requirements of “Building a healthy cultural market, promoting the development of cultural industries, and enhancing the promotion of Vietnamese culture”. The strategy for developing Vietnam's cultural industries to 2020, with a vision to 2030, affirms the view that: “Cultural industries are an important component of the national economy. The State creates favorable conditions to attract maximum resources from businesses and society to develop cultural industries".

In particular, the 13th National Party Congress set out the task: "Urgently deploy the focused development of the cultural industry and cultural services on the basis of identifying and promoting the soft power of Vietnamese culture". At the 2021 National Cultural Conference, General Secretary Nguyen Phu Trong outlined 6 major tasks, including "urgently developing cultural industries and building a healthy cultural market".

The Prime Minister affirmed that with the special attention of the Party and the State and the participation of all levels, sectors and localities, over the past time, cultural industries have gradually become important service economic sectors; capital investment in cultural industries has promoted the cultural industry market to make new progress, contributing positively to socio-economic development. However, compared to some other sectors, our country's cultural industries have not yet fully exploited their potential and advantages.

In order for our country's cultural industry to develop quickly and sustainably, effectively exploiting its potential and strengths, the Prime Minister said that there needs to be a strong change from awareness to action, innovation in thinking, breakthroughs in the way of doing things, and building a Vietnamese cultural industry that is "Creative - Identity - Unique - Professional - Competitive".

In that spirit, the Prime Minister requested delegates attending the conference to focus on exchanging, discussing and sharing with a frank and responsible spirit, thoroughly assessing and analyzing the achievements, shortcomings and limitations in the development of the cultural industry in the past time, the causes and lessons learned; identifying opportunities and challenges of Vietnam's cultural industry in the past time; experiences of other countries; proposing specific, feasible and breakthrough solutions.

In particular, propose solutions and roadmaps to remove current shortcomings, especially in mechanisms and policies; which products and services need to focus investment to create high efficiency and spread; develop national brands in the fields of cultural industries; solutions to develop human resources for the cultural industry...

According to the Ministry of Culture, Sports and Tourism, the cultural industry includes the fields of cinema, cultural tourism, performing arts, fine arts, photography, exhibitions, advertising, architecture, design, publishing, fashion, radio, television, software, entertainment games, handicrafts, etc.

In the 2018-2022 period, ministries, branches and localities have promptly directed and approved plans, projects and planning related to the development of 12 cultural industries; initially creating a legal basis and conditions for investment and development of a number of industries and fields with potential and advantages.

The awareness of the whole society about the role and importance of cultural industry has been gradually raised. Some enterprises, organizations and individuals have invested, seized opportunities, and created cultural industry products and services. These industries have the potential to develop quickly, long-term and sustainably, and have the value of honoring culture, national identity, and positioning the national brand in the international arena.

Cultural industry is becoming a trend and is identified as an important, stable part, contributing to the country's growth. Cultural industries contribute significantly to the economy, in the period from 2018-2022, the production value of cultural industries is estimated to reach an average of 1,059 million billion VND (equivalent to about 44 billion USD).

However, cultural industries still face difficulties and limitations such as: There is no legal framework, specific and suitable policy mechanism for developing cultural industries; the coordination mechanism between ministries, branches, localities, organizations, individuals and enterprises is still lacking in synchronization; investment resources are still scattered; the content and form of products and services of the cultural industry have not focused on exploiting traditional values ​​and indigenous culture; creativity has not been fully promoted...
