Quang Ninh - Japan Investment Promotion Conference 2023
On November 17, at the Planning, Fair and Exhibition Palace, Quang Ninh province (Vietnam) coordinated with Hokkaido province (Japan) and the JETRO Trade Promotion Organization to organize the Quang Ninh - Japan Investment Promotion Conference 2023 with the theme: "Contributing to the sustainable development of Vietnam - Japan".
Attending the conference were comrades: Nguyen Xuan Ky, member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Cao Tuong Huy, Acting Chairman of the Quang Ninh Provincial People's Committee, comrades in the Standing Committee of the Provincial People's Council and People's Committee; departments, branches, localities in the province; associations, FDI enterprises and typical enterprises of the province. On the Japanese side, there were Mr. Takebe Tsutomu, Special Advisor to the Japan-Vietnam Friendship Parliamentarians' Alliance; Mr. Maitachi Shoji, Member of the Senate, Deputy Minister in charge of the Ministry of Agriculture, Forestry and Fisheries of Japan; Mr. Suzuki Naomichi, Governor of Hokkaido; Mr. Yamada Takio, Ambassador Extraordinary and Plenipotentiary of Japan to Vietnam.
The Quang Ninh - Japan Investment Promotion Conference 2023 is a continuation of a new and higher development step in the traditional good cooperative relationship between Quang Ninh province and Japanese partners, which has been very close and extensive. This is also an opportunity for investors and businesses of both sides to exchange economic - trade - investment, thereby promoting bilateral cooperation between Vietnam and Japan, establishing cooperative relations, joint ventures, associations, and forming value-added production chains.
Introducing the potential, strengths and development of Quang Ninh province, Vice Chairman of the Provincial People's Committee Bui Van Khang emphasized: Quang Ninh province is the only province in the country that is assessed by the Japan External Trade Organization (JETRO) as the province with the most comparative advantages in Vietnam today, a land that converges many different potentials, outstanding opportunities, competitive advantages, spreading values and benefits to investors, businesses, people and tourists.
In recent years, Quang Ninh has been known as one of the leading localities in terms of development speed and completion of a synchronous, modern, interconnected, comprehensive socio-economic infrastructure system, with priority given to the development of strategic transport infrastructure, information technology infrastructure, telecommunications, seaports and seaport services, logistics infrastructure, infrastructure of industrial parks, economic zones, service infrastructure, tourism, and urban infrastructure. The economy has continuously grown at a high and stable rate, with the economic growth rate (GRDP) for 8 consecutive years (2016-2023) reaching double digits, even during difficult times due to the impact of the Covid-19 pandemic; Cumulative FDI attraction in the province reached over 13.91 billion USD with 172 projects from 20 countries and territories, of which 12 projects have direct investment capital from Japan with a total registered investment capital of 2,394 million USD, accounting for 17.2% of the total FDI capital of the province. In the first 10 months of 2023 alone, foreign direct investment (FDI) attraction reached over 3.1 billion USD, ranking first in the country.
Quang Ninh authorities are always proactive, creative and comprehensively innovate, strongly think about sustainable development, promote green growth in a sustainable direction based on three pillars: nature, people, culture combined with taking advantage of the trend of peace, cooperation, integration, new opportunities and new technology of the 4th Industrial Revolution and deeply and effectively participate in the production network and global value chain... Quang Ninh province is the first province in the country to hire a foreign consulting unit to establish 7 strategic plans until 2020, with a vision to 2030, with the participation of leading Japanese consulting companies. Inheriting the achievements of 7 strategic plans, Quang Ninh province continues to complete the work of establishing the Provincial Planning for the period 2021 - 2030, with a vision to 2050, opening up development space and many opportunities to attract new investment.
Quang Ninh province aims to become a typical province of the country in all aspects by 2030; a model province of wealth, civilization, modernity, improving all aspects of people's lives; a growth pole of the Northern region, one of the dynamic and comprehensive development centers; an international tourism center, a marine economic center, a gateway to the Northern Key Economic Zone and the whole country. Striving to maintain an annual GRDP growth rate of over 10%, GRDP per capita by 2024 reaching over 10,000 USD, by 2030 reaching 19,000 - 20,000 USD. To comprehensively complete the above goals, Quang Ninh province hopes and expects to continue to receive the support of the Japanese community, government and enterprises.
Speaking at the conference, the Deputy Minister in charge of the Ministry of Agriculture, Forestry and Fisheries of Japan; the Ambassador Extraordinary and Plenipotentiary of Japan to Vietnam and the Governor of Hokkaido Province all affirmed: The relationship between Vietnam and Japan is developing very well, especially in the fields of economy, trade and human resources cooperation. In addition to trade relations between the two countries, there are currently 15,000 Vietnamese people working in Japan in the fields of trade and agriculture. Since 2014, Vietnam and Japan have organized many investment promotion conferences in various fields and achieved many results such as human resource development, improving infrastructure, old agricultural infrastructure, sending Japanese experts to Vietnam...
Japanese localities have also strengthened cooperation with Vietnamese localities, including Quang Ninh province. To date, there have been 12 Japanese investment projects in Quang Ninh. Currently, Hokkaido and Quang Ninh provinces are promoting exchange and cooperation activities, first of all, the Hokkaido Festival in Ha Long in 2023. The festival as well as sideline events will be an opportunity to introduce the potential and strengths of Hokkaido province, especially in the fields of tourism, cuisine, agriculture, and industry to the people of Quang Ninh in particular and Vietnam in general. This will contribute to bringing the relationship between the two provinces to a new level and developing strongly and sustainably.
At the Quang Ninh - Japan trade and investment connection seminar, experts and speakers from Quang Ninh and Japan shared useful information to introduce more specifically the many potentials of Hokkaido province, the outstanding competitive advantages of Quang Ninh province in attracting investment, connecting to promote trade and tourism; sharing about the investment environment in Vietnam and Quang Ninh province from the perspective of Japanese enterprises. At the same time, there were many proposals to perfect the criteria and policies to attract investment so that Quang Ninh in particular and Vietnam in general can become a reliable partner of Japan as well as Hokkaido province. Delegates from Quang Ninh province also made strong commitments to accompany, create the most favorable conditions for administrative procedures, ensure absolute security and safety; provide convenient public services, the best conditions for investment, business, trade and tourism for Japanese people and enterprises to invest, do business and live in the province.
Concluding the conference, Comrade Cao Tuong Huy, Acting Chairman of the Provincial People's Committee, affirmed: With the view of developing and maximizing the effectiveness of its own potentials and advantages; mobilizing, allocating and effectively using all resources according to the motto "Internal resources are decisive, strategic, fundamental, long-term and external resources are important and breakthrough", making the most of the competitive advantages brought about by the increasingly synchronous dynamic infrastructure system to develop the economy quickly, sustainably, and deeply integrate with the economies of countries in the region; the combination of Quang Ninh's solid potential and the strength and experience of Japanese investors creates a solid foundation for a development journey full of opportunities and success, Quang Ninh wishes to spread a message: Let's write a new story together, opening wide doors for cooperation and sustainable development.
Quang Ninh province prioritizes calling for and attracting investment and is ready to create the most favorable conditions for investors in industries and fields where the province has outstanding competitive advantages and distinct potential such as: Tourism, modern general services; processing and manufacturing industry, supporting industry, high-tech industries, smart technology; marine economy, logistics, seaports and seaport services; ecological agriculture; industry groups promoting green economy such as clean energy, renewable energy, electricity, wind power; development of digital government, digital economy, digital society.
He emphasized that Quang Ninh province's commitment is not only a promise but also a passion and determination to realize the goal of attracting investment and creating favorable conditions for international investors and businesses, especially from Japan, to invest, do business and live in Quang Ninh. Quang Ninh province also hopes to continue receiving attention, support and coordination from ministries, departments and branches of Vietnam and Japan, the Japan External Trade Organization, and the Japan-Vietnam Friendship Parliamentarians' Union to strengthen connections, promote the attraction of investment resources and FDI capital flows from Japan to Vietnam and Quang Ninh province.
At the Conference, the ceremony of granting investment registration certificates to typical Japanese FDI projects in the province took place, including the Castem Vietnam Precision Mechanical Manufacturing Factory Project, the Seiko Vietnam Parts Project, the Tamagawa Vietnam Factory Project, and the Fujix Vietnam Industrial Products Manufacturing Factory Project with a total investment capital of over 80 million USD.
