The monitoring delegation on innovation of general education programs and textbooks works with the Government

On the afternoon of July 27, at the National Assembly House, the National Assembly Standing Committee's Supervisory Delegation on "Implementation of Resolution No. 88/2014/QH13 and Resolution No. 51/2017/QH14 of the National Assembly on innovation of general education programs and textbooks" worked with the Government.

Politburo member, Permanent Vice Chairman of the National Assembly Tran Thanh Man, Head of the Supervisory Delegation chaired the meeting. Also attending was Deputy Prime Minister Tran Hong Ha.

At the working session, the monitoring delegation listened to Minister of Education and Training Nguyen Kim Son briefly report on the implementation of Resolution No. 88 and Resolution No. 51 of the National Assembly; Chairman of the National Assembly's Committee on Culture and Education Nguyen Dac Vinh reported on a number of issues noted through monitoring this content.

Through discussion, members of the Supervisory Delegation acknowledged and highly appreciated the preparation of reports and explanations by the Government and relevant ministries on the leadership and direction of the implementation of innovation in general education programs and textbooks in the spirit of Resolution No. 88 and Resolution No. 51. The content of the reports and explanations of the ministries and branches basically met the requirements set by the Supervisory Delegation.

The monitoring delegation found that, in the context of many difficulties and challenges, the Government, ministries, branches, provinces, cities and the entire education sector have made efforts to implement and achieved positive results. The system of leadership, direction and guidance documents for implementation has been issued relatively comprehensively, covering the core and most necessary issues according to the requirements of innovation. The 2018 general education program was elaborately and seriously developed, based on political, theoretical, scientific and practical foundations, with inheritance and development. Innovation in teaching methods, testing and assessment of education quality has been widely implemented. Attention has been paid to the training and coaching of teachers and managers of educational institutions; there have been many efforts in compiling, approving and publishing textbooks and educational materials...

However, the implementation of the general education program innovation still has limitations and shortcomings. The leadership, direction, and guidance on implementation are sometimes not timely. Some documents guiding the implementation are issued late. The implementation of the 2018 General Education Program faces many difficulties due to the conditions and preparation time not meeting the requirements. The compilation and appraisal of textbooks still have many shortcomings. Regulations on textbook selection are not strict and unified; textbook prices and distribution costs (discounts) are still high. Facilities and teaching equipment do not meet the requirements...

Acknowledging the opinions expressed and discussed very frankly, wholeheartedly and with high responsibility, Permanent Vice Chairman of the National Assembly Tran Thanh Man said that the Supervisory Delegation will fully synthesize, research and complete the draft Report on Supervisory Results and the draft resolution to submit to the National Assembly Standing Committee at the meeting next August.

The Standing Vice Chairman of the National Assembly requested the Government to study and fully absorb the opinions at the working session to complete the explanatory report and supplement it to send to the Supervisory Delegation. This will clarify the achievements, limitations, shortcomings, causes and responsibilities of each relevant agency and organization; provide more good models and effective methods in implementation.

To ensure the continued effective implementation of the 2018 General Education Program, the Standing Vice Chairman of the National Assembly requested the Government to continue to strengthen the direction and inspection of the coordination of implementation by ministries and localities; review mechanisms and policies, complete directives and implementation instructions; promote propaganda work, create unity in awareness and action throughout the sector, and consensus among parents, students and society on the implementation of the Program. At the same time, strengthen innovation in school governance and management; innovate teaching methods and evaluate education quality; organize preliminary assessments and replicate good models and good practices in implementing the Resolution.

Emphasizing that the teaching staff is the key factor ensuring the success of the implementation of the new General Education Program, the Standing Vice Chairman of the National Assembly noted that the Government should direct relevant ministries to review and comprehensively assess the structure, current situation, and development needs of the teaching staff in the coming time and have appropriate and timely solutions to overcome the shortage of teachers and teacher recruitment sources; and strengthen training and fostering of teachers to meet the requirements of the 2018 General Education Program.

In addition, the Government is interested in directing the review, assessment of the current situation and forecasting the demand for facilities and teaching equipment; finding solutions to help localities remove difficulties and obstacles in organizing and implementing; continuing to prioritize and strictly implementing the budget allocation for education and training according to the provisions of the State Budget Law at the central and local levels; fully allocating funds to implement the 2018 General Education Program.

The Government effectively uses capital sources from the state budget, especially capital sources from National Target Programs, approved programs, plans and projects; prioritizes financial support for disadvantaged localities, ethnic minority and mountainous areas; studies and amends and supplements socialization policies, especially mobilizing more legal resources to invest in education and training in general, and general education in particular.

The Standing Vice Chairman of the National Assembly said that it is necessary to strengthen inspection and examination of the implementation of curriculum and textbook innovation; promote the supervisory and critical role of the Vietnam Fatherland Front in evaluating the effectiveness of implementation, promptly pointing out difficulties, problems and inadequacies to propose solutions to competent authorities.
