Districts that have had their district planning approved include: Ninh Giang, Tu Ky, Kim Thanh, Thanh Ha. Districts that have had their district planning adjusted include: Thanh Mien, Gia Loc, Cam Giang, Nam Sach. Hai Duong city, Chi Linh city and Kinh Mon town have had their general planning adjusted.

Binh Giang district alone has not yet completed the approval of the general urban planning. The reason is that the Binh Giang urban planning project is under the approval authority of the Prime Minister. The People's Committee of Hai Duong province has reported to the Ministry of Construction and the Prime Minister for consideration and approval of the planning policy. However, to date, the Prime Minister has not yet given his approval.
