Standing Vice Chairman of the Provincial People's Committee Luu Van Ban requested the Nam Sach District People's Committee to reclaim the land area of the remaining household by May 31 at the latest to hand over to the investor of the new urban area project across Han Bridge.
On the morning of April 17, comrade Luu Van Ban, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee, worked with departments, branches and localities on the implementation status and resolution of difficulties in site clearance for projects in the province.
Regarding the problem in site clearance for the new urban area construction project north of Han Bridge, the Standing Vice Chairman of the Provincial People's Committee, Luu Van Ban, requested the Nam Sach District People's Committee to recover the remaining land area of one household by May 31 at the latest to hand over to the investor. Regarding the cost of moving the petroleum pipeline system, the District People's Committee will coordinate with relevant departments, branches and investors to develop a suitable plan, ensuring compliance with legal regulations.
Deputy Director of the Department of Planning and Investment Nguyen Hai Chau reported on difficulties in site clearance for the Investment Project to build a new urban area north of Han Bridge (phase 1).
The investment project to build a new urban area north of Han Bridge (phase 1) covers an area of 85.25 hectares in Minh Tan commune (Nam Sach) and An Thuong commune (Hai Duong city) with a total investment of more than 140 billion VND. The investor has been handed over the first phase of land of 44.15 hectares, the remaining area has been approved by the Provincial People's Committee to change the land use purpose. Currently, the localities have paid compensation for site clearance and carried out procedures to hand over land in the field to the investor to implement the project. On the land allocated and granted a construction permit, the investor has completed about 80% of the work volume.
According to the People's Committee of Nam Sach district, to implement the project, the locality has reclaimed 708,691 m2, reaching 99.96%, while 281 m2 of a household has not agreed to the compensation plan. The reason is that the household requested to reclaim all 776 m2 of agricultural land belonging to the family adjacent to the reclaimed land but outside the project implementation boundary. In addition, according to the preliminary plan, the budget for the relocation and restoration of the petroleum pipeline system within the project is more than 9.5 billion VND. However, when the management unit made a relocation plan, the budget for the above work was up to more than 23 billion VND.
Deputy Director of the Department of Natural Resources and Environment Nguyen Thi Nhu Trang explained the difficulties in mechanisms and policies when implementing land recovery procedures.
Regarding the difficulties and obstacles in site clearance for industrial parks, industrial clusters, and key public investment projects in localities in the province, Standing Vice Chairman of the Provincial People's Committee Luu Van Ban requested that all levels and sectors must resolutely and urgently remove bottlenecks, not allowing site clearance to affect the implementation progress. The Department of Natural Resources and Environment shall provide specific guidance on the mechanism and policies to support site clearance compensation. Issues related to land recovery plans must be clear, fully applying legal provisions. Localities must consistently implement policies and guidelines in site clearance. Strictly implement land management to prevent problems arising in site clearance.
Regarding the difficulties in site clearance related to planning, the Standing Vice Chairman of the Provincial People's Committee, Mr. Luu Van Ban, requested the Department of Construction to coordinate with localities to promptly resolve them based on inspection and review of each specific project. The implementation of the project must be consistent with the regional planning. To create consensus, localities must pay attention to propaganda and mobilization work for the people. All information related to the project, land acquisition and resettlement plans must be public and transparent. Chairmen of the People's Committees at the district and commune levels are responsible for the progress of site clearance in the area. Agencies and units shall promptly report to the Provincial People's Committee on detailed site clearance plans and measures to remove obstacles related to site clearance in 12 districts, cities and towns according to their functions and tasks.
