The Government has agreed on a project for the whole country to have 34 provinces and cities, 3,321 communes and wards after the arrangement.
According to the project documents approved by the Government, after the arrangement, the whole country will have 34 provincial-level administrative units and 3,321 commune-level administrative units.
Ministry of Home Affairs submits to the Government a project to rearrange provincial administrative units
According to the Ministry of Home Affairs, all 23/23 provincial-level administrative units formed after the rearrangement have met the standard orientation of provincial-level administrative units as prescribed in Article 4 of Resolution No. 76/2025/UBTVQH15.
Propaganda of new points of the Law on Social Insurance and Health Insurance

The Ministry of Home Affairs has completed the appraisal of the project to merge provinces and rearrange commune-level administrative units in Hai Duong province.
The Ministry of Home Affairs agreed with the plan after the merger of Hai Duong - Hai Phong and the arrangement of commune-level administrative units of the two localities, the new Hai Phong city is expected to have 45 wards, 67 communes, and 2 special zones.
Commune officials and civil servants who are not arranged are still supported according to Decree 178.
According to additional guidance from the Ministry of Home Affairs, officials and civil servants working in communes that are not reorganized are still directly affected by the reorganization of the apparatus and are subject to the regimes and policies prescribed in Decree 178.
Why propose a mechanism to appoint leaders of provincial and commune-level governments after the merger?
The draft Resolution amending and supplementing a number of articles of the 2013 Constitution proposes that the Prime Minister appoint the Chairman and Vice Chairman of the People's Committee of provinces and centrally-run cities after the merger.
The Standing Committee of Hai Duong Provincial Party Committee directs to consider and arrange leadership and management positions when establishing communes and wards.
On May 5, the Standing Committee of Hai Duong Provincial Party Committee issued Conclusion No. 515-KL/TU on principles for arranging and assigning leaders and managers when establishing commune-level administrative units.
There will be a surplus of over 1,600 cadres and civil servants after the rearrangement of commune-level administrative units in Hai Duong.
After abolishing the district level and rearranging the commune-level administrative units, the entire Hai Duong province is forecast to have over 1,600 redundant officials and civil servants. For now, this number will remain the same, then be reduced according to the roadmap.
Nearly two-thirds of localities border the sea after the merger
Of the 34 provincial administrative units after the merger, it is expected that there will be 21 coastal provinces and cities, and 2 localities without a sea but with a seaport.
