Plan to arrange 52 provincial-level administrative units and 9,996 commune-level administrative units
It is expected that 52 provincial-level administrative units will be reorganized, 11 provincial-level administrative units will not be reorganized; about 9,996/10,035 commune-level administrative units are subject to reorganization.
Expected to reduce 50% of provincial administrative units after rearrangement
National Assembly Chairman Tran Thanh Man said that after the rearrangement, it is expected that the number of provincial-level administrative units will be reduced by 50% and the number of commune-level administrative units will be reduced by 60-70% compared to present.
Roadmap for merging provincial administrative units nationwide
The project to merge provincial-level administrative units and abolish the district level to streamline the apparatus and improve management efficiency will be submitted to the Central Government before April 1 and approved by the National Assembly before June 30.

Minister of Home Affairs Pham Thi Thanh Tra said the merger of provincial-level administrative units across the country is expected to be completed before August 30 and put into operation from September.

Prime Minister sets criteria for province merger
The arrangement of provincial-level administrative units needs to be based on a number of important criteria such as area, population, economy, culture and the ability to complement and support each other in development, according to the Prime Minister.
Mergers and separations of provinces and cities in Vietnam in the past 50 years
After the country's reunification in 1975, Vietnam's number of provinces and cities decreased from 72 to 38 due to mergers, then increased to 63 provincial-level administrative units in 2008 and has remained there until now.
What conditions must provincial mergers ensure?
The merger of administrative units at all levels, including the provincial level, must ensure the following 5 conditions.
Over the past 50 years, the country had at least 38 provinces and cities.
Over the past 50 years, Vietnam has undergone several mergers and separations of provinces and cities, with the lowest point having only 38 provincial-level administrative units.
